Some good ideas there...thanks.
Seems like there are two sets maybe:
1. Standard laws regarding basic citizenship: no murder/assault/rape/theft, etc.
2. Military Control: control of movement, resources, weapons, fraternization.
Would limitations on reproduction be too much?
