AFAIK its HQ was in Germany and I
think in most cases individual units were stationed in their respective countries but regularly deployed to the various operational areas (which included Italy) on exercise (the US Airborne Battalion being an exception as they were stationed in Italy).
I acquired this pdf at one point which has a detailed breakdown of component units (no clue who the original author is).
