Apparently he just allows uploads without regard to ownership and protects himself by limiting users to a single printing of an image in his
terms of use. That would most likely be covered by "fair use".
However if their source is a US government publication (which I expect the US military vehicles are) then these drawings would have already entered the public domain. I will take a look for sources and let you know what I find.
I do know that the the line drawings on my games server are in the public domain, but they are too small for your use.
