This is a fairly large enclave that includes much lands east of the Appalachian Range, going from eastern Georgia to Virginia. As such it inclues most of Virginia and both Carolinas (South and North). Outside of some military areas that had been nuked, the country count as organized.
Population: Having adequate doctors was nullified by having inadequate medicine and infrastructure. By 2000 Virginia"s population had dropped to just 2.2 million augmented by refugees from the North.
Industry: Agriculture is booming in Virginia in comparison to elsewhere nationwide. Lack of power in the middle populated areas has fostered an mutual agreement with the power rich state of North Carolina in exchange for crops and live stock. Power provided to the Richmond and Lynchburg areas are for repair manufacturing, the manufacture of manual textile looms and the growing lumber mills. Limited telecommunications as well as limited use of wireless during power provided periods are common for management in populated areas. A limited bandwidth internet is in place to maintain infrastructure and alert law enforcement.

This a region that laks a true cohesion and Civgov controls it only partially for the most parts. It secured only most of Ohio and Wisconsin with northern Illinois and eastern Pennsylvania to Harrisburg. Howerver, Civgov only managed to retain a small strip of land in Indiana, barely enough to maintain communication. The Amish represent a great asset to the region and they are protected by the government.
