I hesitated some times about that country but it has been facing so many unrest, rebellions and massacres that I finally considered that it was entirely facing chaos. All sorts of military forces can be found equipped with weapons ranging from spears and matchets to T-55. However, in T2K the country (Zaïre) was still under the rule of Mobutu (something close to an ogre) and the slip into chaos could have been slow and very bloody. At the time, the army was well trained but poorly equipped (some units still had spears in 1978 and that could still be the case) with low morale and often unpaid.
