Great thread and thought I would add to it by just giving an idea on how much manpower a training division would have based on descriptions I have found of the 84th Infantry Division when it was a pure training division (including the period of Twilight 2000)
It was described at 3000 men distributed among its 4 brigades as its normal size. Given that you have a wartime situation here you would figure that it may have grown by anywhere from 50 to 100% of its pre-wartime size by 7/2/98.
In the US Army Vehicle Guide it has a strength of 4000 men, a very reasonable number considering it had never seen combat except for security duties - i.e. you start with 3000 men, have it grow to perhaps 4500 to 5000 men by 7/2/98 and then thru either desertion or some losses to disease or minor combat reduced to 4000 by July of 2000.
