I came across a page with some pictures of the construction of one of the Swiss Centurion turret bunkers. The Swiss started building them from 1990.
I'd guess that in a world where the Cold War kept going and the entire world saw what PGMs could do in Desert Storm, anyone who built new tank turret fortifications would build ones more like the Swiss ones that just a turret sticking out of the ground.
