Have you tried Andy Johnson's
Warsaw Pact Order of Battle 1989?
Unfortunately it won't go into detail for component units of the Baltic Front, but it does have a generic Warsaw Pact TOE including Front.
GDW's Combined Arms also has TOE for WP units as well.
