Most of the factory makes caplock, blackpowder cartridge weapons. Of the ammunition, paper shot shells are the most numerous and cheaper. The Tech Level is to meet the Team halfway, the next TL will require the team and community overcome the points brought up in the "Cooperville Part I" thread. Also it allows the team to be deceived as to when they are active.
