I might be wrong but I think that picture comes from Belgium. That country has always been neutral and overrun in wars. Why do you want them to invest in more advanced equipments.
 It's also very useful to go shopping after military training.

I think this pic reminds me of the movie :
"two men went to war" a fairly recent ,UK made adaptation of real events in 1940 .I found it quite enjoyable.
