Unexpected use for a basement.
I could see an enterprising survivor community doing this for added protein in their diet.

I agree. This idea has been proposed on several of the "prepper" sites I have looked at. The idea is plants above the fish pond. It is supposed to work like this.
Water in pool has the fish. Fish excrement/water is pumped up to the plants as fertilizer. Plants filter the water. Leftover water resupplies the pond. Fish are fed from what ever grows. It is supposed to be a relatively closed system. Once in place, let nature takes its' course. I am NOT an expert in these things. But on the surface (pardon the pun) it seems like it just MIGHT work. To me it just seems like a really cool way to reuse an old building! And if you notice the locals are cashing in on it by selling food to feed the fish.
