Default A US Order of battle

I agree that politics is getting in too much and I have asked for several OOB to be put on line. Therefore, I'm starting it with whatever I have. Of course, this is in no way realistic as it fits my game (don't pay attention to the character's name they are the witnesses of my leasyness ). As a result, there are no more regular US troops left in Europe. However, it was a way to start as it was built up from all the materials that were edited under T2K or put forward by our group over time (within and prior to this forum). I'll also go to my archives in order to find what I collected. I hope this thread to be the first of many.. First is Milgov.

Military Region III (Governor Henry Rowe)
This is a fairly large enclave that includes much lands east of the Appalachian Range, going from eastern Georgia to Virginia. As such it inclues most of Virginia and both Carolinas (South and North). Outside of some military areas that had been nuked, the country count as organized.
Population: Having adequate doctors was nullified by having inadequate medicine and infrastructure. By 2000 Virginia"s population had dropped to just 2.2 million augmented by refugees from the North.
Industry: Agriculture is booming in Virginia in comparison to elsewhere nationwide. Lack of power in the middle populated areas has fostered an mutual agreement with the power rich state of North Carolina in exchange for crops and live stock. Power provided to the Richmond and Lynchburg areas are for repair manufacturing, the manufacture of manual textile looms and the growing lumber mills. Limited telecommunications as well as limited use of wireless during power provided periods are common for management in populated areas. A limited bandwidth internet is in place to maintain infrastructure and alert law enforcement.

This a region that laks a true cohesion and Civgov controls it only partially for the most parts. SIOUX NATION
This nation regroup the survivors from the great plain"s native tribes and took the name of the most numerous among them. They have established a small state of their own over northern Wyoming and south-eastern Montana. They have their capital at Buffalo but numerous nomadic tribes are in the neighbouring states (Dakotas and Nebraska).

SEMINOLE"s NATION
The Seminole"s tribe is rising again (also most members are less than a ¼ Seminole) and they assume power over the swamp area that surrounds Miami. They have their capital at Fort Myers. Miami and the east coast is in anarchy.

NAVAJO"s NATION
Probably one of the most powerful native nation even after the twilight war, second only to the Cherokees, they established a fairly large state above northern Arizona and northern New Mexico. They run several small cities with their capital at Farmington. They includes the Hopi, an entirely different tribe.

IROQUOIS" NATION
A fairly small nation composed of the five civilized tribes (Cayuga, Mohawk, Onandega, Oneida and Seneca), it retains several communities in southern Quebec and south of Lake Ontario. However, they are more or less isolated from one another.

CHEROKEE"s NATION
With the actual chaos, the Cherokee have formed a nation again and they control much of west Louisiana with their capital at Natchitoches. Moreover, they have several communities scattered among the C.S.S. (Alabama and Mississippi)

Geronimo

ALGONQUIAN"s NATION
A mix of several native tribes, it hasn"t formed a true nation, however, but it retains several nomadic and sedentary tribes in the Pacific Northwest (Both in U.S. and in Canada) as well as in the Great Lakes area.

Default First US archive

Here is the beginning of what I gathered overtime (I hope these posts will not generate any problem). As it is obvious, I don't claim paternity for everything that I put as archives. I'll put what I have on other countries when I start another thread. Of course, because of the specificities of archives you'll have elements on other armies appearing from time to time. Thanks to GDW, Paul, antenna,..., the list is almost endless . You'll find yourself around and might complete it I hope.

US CONUS forces:
5th US Army: 7,700 troops with 29 tanks. Considering the stretch of territory they have to control it is a pittance.
6th US Army: 2,800 troops with 7 tanks
9th US Army: even if you add up the scattered groups that are really formed into local militias it is no more than 5,500 with two tanks. However, properly speaking it is a mere 4,000 troops with 2 tanks.
Strategic Reserve (Colorado): 6,400, 7 tanks.
1st US Army: (really just the 78th Infantry Division with 1 tank)
Military Region III: 9,100 troops, roughhly 2800 of those shepherding refugees, with 13 tanks.
Military Region V: 4,700 troops.
Hawaii: 4,000 troops, 4 tanks.

Sourcebook for Military Region III
Disclaimer: Having not seen "Howling Wilderness" (GDW0519 1988) until 1998 I have spent over a decade playing in a Twilight universe different than that of the GDW authors. This series of source books for CIVGOV Military Region III represent conclusions of numerous T2K players some with intimate knowledge of the Geography, Demographics, post WWIII economic outlook and local color of these locations. They are offered here as fodder for the imagination to generate your own universe, the use of Thanksgiving 97 as the day of the attack is a matter of convenience since we always started our sneak attack around then. Enjoy.
(Virginia)
History: The weeks after Thanksgiving was a tumultuous time across the state. Governor Henry Rowe maintained order through marshall law, a continuous presence and force of will. Leading by example from a mobile comm van. Through out the weeks of riots and refugee camp openings. He was everywhere surveying damage and talking to locals, refugees and emergency personnel, survivors and victims. Indeed on more than one occasion he was thought to be in the area of a need, acting as a hopeful rumor that help was coming "as soon as Governor Rowe sees this the trucks will be here".
8 days before Christmas 2000 Gov. Rowe developed a fever from a chest infection which turned to pneumonia, after ignoring his physician orders to slow down. On December 29th Gov. Rowe lapsed into a coma. Crowds grew in the Capitol district of Richmond while his Lieutenants continued their work. Prayer vigils continued on after New Years and the temperate Virginia winter was taken as an omen. On January 5th Gov. Rowe awoke and celebrations commenced across the state. On January 16th Gov. Rowe was seen publicly and by February 2nd he was back in his HUMVEE touring camps and food kitchens.
Control of the State is firmly in the hands of Gov. Rowe so much so that Western regions, difficult to reach, have sent word for the Governor not to try to visit them till spring when they can clear the roads.
Local Conditions: For Virginia West of Richmond and East of Roanoke the State for the most part is Organized (see territory types GDW2000v2 pg. 152), territory not within 25miles of Richmond, Roanoke, Charlottesville, Lynchburg, Winchester or a below mentioned barracks should be considered Independent (especially in the western mountains) or insular. The areas east of I95 are for the most part devastated (specifically Hampton Roads and Washington D.C, belt-way regions) to anarchy (generally east of the Potomac River) With exception of an Independent cell in the Williamsburg area and Fort Stalwart in Chesapeake (formerly North West Security Group).
Geography: Virginia is a land of diverse geography. Appalachian Mountains in the West, rolling hills and plains and the Shenandoah Valley in the Central, on too the Chesapeake Bay and its deep Tributaries (Potomac, Rappahannock, Mattapouni and York rivers)in the East. Nearly all farming has been switched from tobacco (though amking a resurgence), and is almost completely without need of irrigation. Livestock is adequate in the protected mid section of the state, while nearly non existent elsewhere because of both relocation and pillaging. Thickly forested with Maple, Oak, Fir and Pine building and construction materials are in abundance.
Transportation: Major Highway system is in good repair West of Richmond and East of Roanoke (I64), on Northward to Winchester (I81). East of Richmond the loss of a great many bridges has rendered I95 useless to vehicular travel. The few expeditions in the region eventually required their own water craft. In the mountains West of Roanoke rock slides and erosion has rendered nearly all of I64 and I77 useless to vehicular travel even hitched teams.
Population: Having adequate doctors was nullified by having inadequate medicine and infrastructure. The loss of Hampton Roads and Washington eliminated 40% of the states medical staff but nearly 80% of the States labs and stores the remainder nearly entirely in Richmond.
The Thanksgiving day strike accounted for over 3 million of the states 6.4 million pre-war population from the blasts and the following turmoil. The epidemics of the following year were considerable and in refugee camps and population centers disease ran amuck with nearly no modern remedies and a limited yet growing supply of natural cures and treatments. By 2001 population had dropped to just 2.2 million augmented by refugees from the North.
Industry: Agriculture is booming in Virginia in comparison to elsewhere nationwide. Potato's and to some extent corn was in abundance as was alfalfa and soy beans.
Government: A commonwealth continues to function in Virginia. The state legislature though unable to impede any of Gov. Rowes requests without firm warning from their constituents. At the behest of Gov. Rowe elections have been suspended for one year until an adequate census can be taken, which to date has not gotten farther than planning.
Forces: The following forces are located in the Virginia area;
MILGOV: MILGOV Presence in MRIII (and Virginia) is restricted to a few sympathizers scattered about the region. Military and former military who have mustered out are not eligible for positions in the State Government, Civil Services, Virginia Defense Force or Virginia State Mounted Police unless a signed copy of a the oath of loyalty confirmation is on record along with a notice of espionage and collaboration intolerance. Then they will most likely hold a not position of great responsibility without monitoring of some kind by State Police.
CIVGOV: CIVGOV Forces in the area are not numerous, but are more often of a higher reliability than else where in the region. Making use of Forts A.P.Hill and Lee for logistics and barracks.
Forces are not necessarily Federal, since each of the states have defederalized their National Guard and ceased sending recruits to embarkation areas.
Currently Federal forces answer to the Council of Govenors in their Military Region until such a times as the Federal Government can be organized from the current Emergency Status.
A conference is scheduled in Charlotte as soon as the current state of emergency passes or subsides. The Speaker of the House Ben Ford (R/KY), a few cabinet members, representatives of NSA, and the Commandant of forces Mil. Reg. III are there coordinating with the council of Govenors.
Forces in the region include:
129th Infantry, 1st BDE: Primarily manned with returning Army regulars, veterans, elements of the 78th Inf. and former VMI cadets the 129th is a reconstituted prewar 29th Inf. (Light). Div. HQ at Fort Lee with regiments in Charlottesville, Richmond and Roanoke and a Special Detail at Fort Stalwart (Formerly the Northwest Security Group Activity). Assigned to security and civil engineering duties in these areas. The 129th is responsible for security and material condition of the States Interstate roadways and operation of the Fort Stalwart Communication Facility. Within 25miles of the VDF barracks the area is considered cantonment.
HQ Location: Fort Lee
Manpower: 1500
Tanks: 7 M60, 3 M60 CVE
Non-Federal State assets:
Virginia Defense Force, A prewar unit 50-100 personnel that monitored armories when National Guard units deployed. After a the loss of two armories during rioting in 1999, the governor ordered the force an increase in manning and to be armed.
Including former members of National Guard, Law enforcement and regular Army units. The VDF evolved into Virginias deployable defense force by 2000. Now with 500 regulars and 2000 part time members, with Consolidated barracks in Winchester, Roanoke, Emporia, Fredricksburg ,Ft. Lee and Onancock (on the peninsula) they are tasked with monitoring commercial roads on the frontier and support the State Police against armed insurgents, and provide security details for state management agencies. Within 25miles of the VDF barracks the area is considered cantonment.
HQ Location: Richmond
Manpower: 500 full time, 2000 partime cadre
Tanks: None
Virginia State Police, Converted from prewar mission to ensuring order and security state wide, but specifically in areas of refugee sheltering. Circuit Judges are provided regularly to allow quick execution of violent perpatrators and shaming of non-violent offenders.
By executive order state wide gun retailers were closed and there owners employed by the government, their stocks interned for police use. Police are commonly armed with 9mm pistols, with 12ga/12ga slug or 223 Remington weapons of various manufacture.
New America: Numerous NA sympathetic cells exist in the Western mountains and are held in check by the popularity of the sitting Governor. It is rumored that State Police have penetrated these cells and that Governor Rowe knowingly has not attempted to disband them due to some future purpose being feasible.

The AF's 48th FIS (4 F-15Cs) is still based at Langley AFB.

I post it as I copied it and suspect that the original author is among us. I did that as I was fearing the old forum was not eternal and now I have 927 word pages to post in various threads. Recent history proved me right on that one. I'll be doing this country by country but forgive me as some units will be found outside of their thread (for exemple, US forces will be included in the future thread on Germany) but that is because of T2K specificities. Feel free to complete this and reclaim what is yours (I don't know anymore).

Milgov Forces

The School Brigade
Subordination: 49th Armored Division
Location: Southwestern Kansas (HQ in Wichita)
Manpower: 1400
AFVs: 12

Additions to the canon history: Ironically, because of the collection of museum pieces as well as foreign vehicles in its pool of resources the School Brigade has at times caused fear of a Soviet landing in the USA. Recently it sent assistance in the form of a reinforced mechanized infantry company to support a corporate research facility. This company consists of 3 T-80 tanks, 4 BMP-3s, 4 HMMWVs, 2 M901 ITVs and 1 M106. The company commander went out of his way to make sure that there was something denoting American patriotism on each vehicle. The region they have ended up in is near Cedar Lake Resevoir.

While going through some old papers a few days ago, I came across a revised OOB for CentCom. The new troop strengths reflect the absorption of the 8th Army units that withdrew from Korea. Please remember that this was written sometime in the late 80's or early 90's.

American Foreign Legion (230)
1st Infantry Co Foreign Legion (150 Men)
1st Cavalry Squadron (80 Men)

This motley collection of Americans and foreign born personnel work directly for the US consul in Bandar Abbas and do missions for the US government that the military cannot do due to political ramifications .They have free pass through the area and most of the Marines know them as a unit by sight. The 150 infantry do deep penetration missions and do security at the consular’s building. They are equiped with an odd assortment of jeep's,land rovers and civilian 4x4 pickups. All vehicles have machineguns or 106mm recoiless rifles mounted on them. The cavalry is self sustained on over 100 acres of cleared land out side the consular’s office. You can find any type of man and nationality here. One of the most loyal units ever seen to themselves and the thought of the USA. Most me have there familys and extened familys living in the area of the consulars complex of buildings. The commanding officer of the Legion is a Ex- US Army Major Thadious Rhodes. Rhodes graduated from west point and did 6 years active duty in the infantry field and got out to work for his fathers oil rig construction building company. He stayed in the reserves for 4 more years in a combat engineer unit and was promoted to the rank of major. He had been out 5 years when the war started and now finds himself running the legion. The company commanders are also a colorful bunch . The commanding officer of The cavalry unit is an ex-polish cavalry officer Aron Brocz who runs a tight group. The Infantry is commanded by a Ex-Infantry officer with the sweedish army who is a self styled viking. He goes by Thor Fridriksson. Both Men have the rank of Captian.

These ships are the motley collection of what was left of the US Indian Ocean fleet, the gulf fleet and the ships that escorted the troops from Korea. They have been going under extensive repairs in Saudi Arabia for the last 8 months; some were even dry-docked. 4 of the ships were towed from Korea and 1 other was lifted off a sand bar at the mouth of the gulf after she was damaged in a missile strike. Another was found drifting in the Red Sea with no crew alive.2 of the ambiphbous ships and 2 of the frigates were towed over when the Americans and British abandoned the base in Diego Garcia in the fall of 1999. These ships were meant to be sold to the country of India before the war started. By October of 2001 the ships will be as ready as they can get and be able to start fleet operations again. Admiral Stephen Decatur V name sake of the great admiral from the past is now in charge .He was raised from a good stock of seamen and was a graduate of the naval academy. He commanded the first Ticonderoga class cruiser and has had an outstanding career so far. His last assignment was as operations officer for the task force. This was cut short when the cent com headquarters was destroyed and he was promoted to command of the task force. He has 3 able commodores in command of his 3 action groups the commander of his amphibious group is the senior of the 3. In February of 2001 when the fleet from Korea rolled it he thought they were being attacked and sorted the fleet to meet them. When they were recognized the ships as friends he knew at once he had a fleet again. Most of the ships are not the top of the line vessels of the American fleet but he knows most of the top line ships were destroyed or damaged early in the war. In the spring of 2001 he will send out surface groups to find more ships and or enclaves of Americans in the Indian Ocean and western pacific. His main task is too look for supply or tanker ships to tow back to the gulf to add to there force projection abilities. Right now there are around 2,000 American service men and women from all service branches being sorted and reequipped at fleet headquarters. These people were picked up from outposts left over from before the war. Most aren’t armed and they have no heavy equipment. Operations like this will continue until all known US and British Personnel are recovered.hopefuly this will swell the ranks of units in the gulf and aid in the rebuilding efforts of the area. The Fleet is in the Process of moving its staff and assets to the city of Bushehr due to the saudi's asking them to leave. once this happens centcom,3rd army and Task Force 76 will all be co located.

Note: This order of battle was originally posted on Cris Callahan’s Twilight 2000 page which was dedicated to Twilight 2000 South America, specifically U.S. and other forces in Panama. The webpage disappeared awhile back and I have been unable to contact Cris. The order of battle is posted "as is" without editing. If anyone knows the original author, please have him send an email to orrin_ladd@yahoo.com

•Manpower: 100 •Assets: 1 HH-60 Nighthawk •Location: Panama City
CONASEPUDEN
The Panamanian Public Security and National Defence Council. The operational arm is the "Presidential Protection Service". It is unclear why it requires 900 men with heavy weapons just to protect the President. The Service has a wide variety of infantry weapons, including: M16 and GALIL rifles, Uzi and MAC-10 SMG's, M60 MG's, M72 and RPG-18 RL's, and hand grenades.
PPF
The Public Protection Force was formed as an internal security force after Operation Just Cause concluded in 1991. Panama's constitution was changed to prohibit a standing army (like Costa Rica), but this amendment was discarded in 1998 in response to the changing world situation. The PPF then officially became the Panamanian armed forces. The PPF troops are primarily organized into infantry units, although there are some small coastal patrol units. There are about 20,000 soldiers stationed around Panama. They are equipped with M16A1/M16A2's, and possess only a handful of heavy weapons. PPF is under the control of SOUTHCOM, and many of the units are led by members of the US Army 5/87th Infantry, which was disbanded and dispersed throughout the PPF in an effort to improve the overall quality of the fighting force.
•Manpower: 20,000 •Assets: 1 Puma, 3 UH-1 (Albrook AFB); CG V-150, V-300 (common); 2 coastal patrol boats (typically surveilling the Colombian coast)
TJP
The Technical Judicial Police are assisting local police in providing internal security for Panama. They are armed with pistols, and a few SMG's / AR's. The TJP currently numbers about 5000 nationwide.
Order of Battle: Opposition Forces
Presented here is a (hopefully) comprehensive OOB for Opposition Forces in the Panama area. Also discussed are other assorted forces which may be encountered by the PC's.
<Picture>
Colombian Army
A good portion of the remaining Colombian Army is under the control of the Drug Cartels. The majority, however, just don't care, and are more concerned with surviving than fighting. In the West, the cartels control 4 BDE, but they are moving over reinforcements from the East. The soldiers are armed with M14 and G3 rifles. In addition, they are in possession of several M20 and M40A1 RR, and a few M101 105mm howitzers.
•Manpower: 10,000 at present •Assets: 4 EE-3, 10 EE-9, 12 EE-11; 4 UH-60 •Location: Turbo, Santa Fé de Antioquia, MedellÃ*n
ELN
The National Liberation Army of Panama. This terrorist group is composed of people with a mixture of ideologies. Their common goal, however, is to drive the Americans out of Panama. The group is lightly armed (a few assault rifles, some pistols), but they are making increasing use of bombs. The devices they have produced so far have been crude and low-powered, but have been effective psychologically.
FARC
The Revolutionary Armed Forces of Colombia. This narcoguerrilla group is backed by the Colombian Cartels. The group is well armed, with military small arms and a few heavy weapons. FARC has teams operating in Eastern Panama. The group is increasingly dangerous. There are an estimated 2000-3000 members of this group. Some of these troops are conducting SO in Panama, some are fulfilling internal security roles inside Colombia.
FEAU
The Fuerzas Especiales Anti-Terroristas Urbanas (Urban Counter-Terrrorist Special Forces). This unit was formed with elements from the Colombian Army, Air Force, Marines, and National Police. The FEAU is now controlled by the Colombian Cartels (as they control the national government), and is known to be conducting guerrilla operations in Panama's Darien Province. A wide variety of weapons are employed, including: the AR-15, M16A2, GALIL (7.62mm), and M40 rifles; the Remington M870 SG; the HK MP-5 SMG; the M60 MG; the Beretta M92 and Browning HP pistols; and the M79 GL.
FSLN
The Sandinistas have recently become much more aggressive, and are again a full-fledged guerrilla group. They are trying to form an alliance with the Costa Rican guerrillas, and are going to attempt to mount a full-scale revolution in Nicaragua (again). They are armed with AKM rifles, but their ammunition supply is limited.
•Manpower: 10,000 •Location: Throughout Nicaragua
GRU
The GRU maintains a SIGINT installation at Lourdes, Cuba. Given the fact that the US is a common enemy, it is not surprising that the GRU has been known to provide the cartels with intelligence from time to time. There are a half-dozen Soviet advisors in Colombia training FARC personnel; they occassionally lead FARC raids into Panama.
Immediate Reaction Battalion
Old veterans of this COIN unit (originally formed to protect Costa Rica against Nicaraguan incursions during the Contra period), along with some other militia members, have begun to reform, gaining strength in the refugee camps along the borders. Though they are lightly armed (mostly small arms; a few RR's) , they are gaining support among the refugees because of the perception they are "doing something" about the current situation. The "something" they are doing is staging cross-border raids to steal food, supplies, weapons, and whatever loot they can haul away. Their motivations are more demagogic than altruistic, and they keep the lion's share of the food (and all of the loot) for themselves. The group began in the camps along the Panamanian border, but their activities have inspired like-minded individuals in the Nicaraguan camps. These groups enjoy the sympathy of the Costa Rican people. These marauding groups have recently formed a tribunal which meets in San José.
•Manpower: unknown, but increasing •Current Location: Any refugee camps; San José •Assets: 2 M113
MLN-29
National Liberation Movement-29. This Marxist Panamanian terrorist group is lightly armed and poorly organized. There are perhaps a few hundred members scattered throughout the countryside in Darien Province. Their weapons range from sporting rifles to a handful of assault rifles. Though the Colombian Cartels' motivations certainly do not coincide with their own, MLN-29 is more likely to attack allied forces, as they are seen as invaders.
the "Nazca Warriors"
A mercenary army currently in the employ of the Colombians. They don't particularly care for whom they work, as long as its the highest bidder (and the job isn't too outlandish). This group has been operating in South America for several years. The core of the "army" is a group of South African expatriates, each with several years service in the SADF. They have "gone native", and most now speak fluent Spanish, as well as (collectively) a half-dozen indian languages. This core has been augmented by indigenous mercenary-types from all over Latin America. The group took it's name from an ancient tribe of headhunters.
•Manpower: 400 men •Current Location: unknown; headquarters and supply depots in Cali, Bogotá •Assets: 1 S-58 (CH-34) Choctaw, 1 Westland Scout; 1 Scorpion, 1 CG Commando, 1 M101 105mm

Orders of Battle Part I (the Howling Wilderness Version)

Civgov:

Military Region III
- 108th Infantry Division (3000 troops, 3 AFVs)
- 30th Engineer Brigade (1300 troops, 2 AFVs)
- 184th Infantry Brigade (1800 troops, 9 AFVs)
- 228th Infantry Brigade (1000 troops)

Note: most of Military Region III is meant to be displaced by Spring 2001 according to canon, with the 30th EB and 108th ID planning to move.

Military Region V
- 35th Engineer Brigade (1200 troops)
- 84th Infantry Division (3500 troops)
This area is supposedly stable but Civgov is apparently planning to move its HQ/Capitol to Wisconsin.

Milgov:

Strategic Reserve(CONUS)
- 100th ID (6000 troops, 6 tanks)
- Cadet Brigade (400 troops, 1 tank)

5th US Army
- 194th Armored Brigade (800 troops, 8 tanks)
- 197th Infantry Brigade (1500 troops, 13 tanks)

90th Corps
- 49th Armored Division (including School Brigade 2300 troops, 5 tanks)
- 95th Infantry Division (2000 troops, 1 tank)
(according to canon the Oklahoma enclaves will be wiped out at some point in the near future, the 90th Corps collapsing as a viable military unit)

122nd Corps
- 85th Infantry Division (300 troops)
- 98th Infantry Division (1000 troops, 3 tanks)
(while the Louisiana cantonments including the 85th will appartently also be wiped out, according to canon the 98th is successful in rooting out New American insurgency in Arkansas and s. Missouri, restoring order)

6th US Army
(including the 63rd Army Corps)
- 46th Infantry Division (1100 troops, 4 tanks)
- 49th MP Brigade (500 troops)
(The cantonments around Sacramento to San Francisco are expected to likely degenerate into local dictatorships and militias)

9th US Army
(including the 8th Army Corps)
- 47th Infantry Division (2000 troops)
- 104th Infantry Division (2000 troops, 2 tanks)
(The 104th while formerly involved in mineral exploration operations in Wyoming will apparently have to retreat into Idaho/Montana to deal with marauders, while the 47th is apparently cut off from regular Milgov supply routes by the New Americans in s. Idaho.)

78th Infantry Division (900 troops, 1 tank)
(Apparently the large enclave in eastern New Jersey will be reduced by about half its territory in the coming year)

As can probably be seen, this picture is very bleak indeed. It more or less suggests that law and order as presented by either government will be reduced to a single cantonment on the East Coast. With the fall of Oklahoma and California Milgov is basically reduced to: a single cantonment in NJ, the state of Arkansas plus Memphis TN, Colorado and parts of Idaho/Montana, and the NW corner of Washington. Civgov is reduced to the areas of e. Nebraska, w. Wisconsin and e. Minnesota, and a number of refugees and wandering military units. The question of whether the country can be unified is moot, the question as to whether civilization will survive in the USA is the real one.

The Alternate OOB

This alternate OOB presumes that Operation Omega actually had a real effect on the USA.

While maintaining the above OOBs, the following are added.

Civgov:

The 38th Infantry Division (4000 troops) heads as a cohesive unit to the midwest, intending to return home. Regardless of former service only Civgov is attempting to restore order in this region, therefore they realign to this service.

The 28th Infantry Division (1000 troops) returns to Pennsylvania, where it ends up working along with the 228th Infantry Division to begin restoring order in the area around Harrisburg and the lower parts of the state.

Milgov:

7th US Army

I Corps, consisting of the 3rd Mechanized Division, 6th Infantry Division (L), 1st Mechanized Division add up to roughly 11,000 troops, which are depicted in "Going Home" as being part of cohesive units.

V Corps
3rd Armored Division (5000 troops)
44th Armored Division (3000 troops, brought up to strength by troops from other units)
278th Armored Cavalry Regiment (400 troops)
4th Infantry Division (2000 troops)

The 7th Army could certainly be used to drive out the remnants of the invasion force in Texas and link up with 5th Army. There are any number of possibilities.

As can be seen, in this scenario Milgov definitely gets the upper hand but there is also a strong chance of restoring order in a larger region than that above. It makes the survival of the nation a real possibility.

I know this has been discussed before, but I've reached a crucial moment in my campaign where my players must be made aware of the extent of the situation in the USA. Obviously whichever scenario I go with will have a huge impact on what happens and what my players feel is possible.
