Signaling Devices "Beta"
I've got the first preliminary stuff about signaling devices on my site.

There are only two files in that directory so far, but I already have several ideas for expansion. Let loose with your opinions!

Great work!
IMO, the rules are logical, understandable and suitable for the Twilight:2000 v2.2.
