If you know who made it, you might find a factory ad for the third world. Kraz, Ural?

They're built on MAZ543 chassis. The 15T117 is a MAZ543M and 15T118 is a MAZ543A.

Back in 2013, a 15T117 was offered for 1,170,000 rubles when the ruble was valued around $.03 each, or a little over $35,000. A 15T118 was offered for sale (though I don't know exactly when) for 1,250,000 rubles. The original cost is probably much higher, but I haven't found any information on that.

Thanks to The Dark making mention of these vehicles being versions of the MAZ543, I found the following which might provide some additional info for you cawest: -

Translated from http://moscow.promportal.su/goods/20...i-maz-543a.htm - this appears to be an Amazon-like sales site for heavy machinery & industrial goods

Dining room (unit 15T117), on the chassis MAZ-543A, Moscow
Description
We offer MAZ-543A "Hurricane" - dining room (unit 15T117). The unit 15T117 is designed to provide power, to store food supplies in the field. It is designed for 16 people, a kitchen, a warehouse. The design of the unit ensures its operation at any time of the year and day, under any conditions in the range of ambient temperatures from -40 to +50 ° C. The condition is excellent, with conversion. Also there is an aggregate 15T118 (hotel). Price 1250000 rub.

And this site has some internal photos of the kitchen body: -

And then there's this info, from the following Estonian site, (poorly translated by Google Translate - note that "trolley" is meant to be "vehicle" or such like but who knows what "wheelchair" should actually mean!): -

Wheelchair, barracks and a bakery
What is the use of good weapons when a soldier has a stomach empty and can no longer press the trigger? For this reason, outdoor fire was used for a long time, and big military trolleys probably do not surprise anyone. But under windy conditions, food with sand and dusters often had to be towed under the tooth.

The hangings were erected and the caterpillars were erected, but it would have been more convenient to put the wheels on the canteen. Designed-Made! This is how the car canteen or canteen (15T117) was created, which was designed for a comfortable catering for rocket and artillery outdoor activities.

In the front of the MAZ-543M chassis, there was a four-seater sleeping bag, or a coupe-serving staff. One can dine at the dining room, watch TV and listen to the radio of 16 military personnel. For cleanliness, the kitchen section even had a shower room for the staff. Of course, there were no fridges and other necessary kitchen appliances. The food supply was 750 kg and drinking water was tanks of 2,200 liters.

But when the abdomen was full, it was necessary to spend some time overnight. If already the canteen's wheels were down, why can not they do it with a barracks? Ready car-dormitory, also called dormitory caravan (15T118). The moving barracks had two entrances, and the military hotel was luxuriously outdoors - equipped with air conditioning, clothes and boot drying cabin, an efficient ventilation and heating system. There were six separate booths in the dormitory, which included the lower communes and cabinets for things.

In addition, there were retractable upper sleeping areas, seating, chairs, mirror closet, window, luminaire, fan, radio and thermometer. Depending on whether two or four people were fitted in the "room", 12 to 24 military personnel were fitted on wheels with personal weapons and things. In the latter variants there was a shower cabin. It is worth noting using the MAZ-543 series, a number of other exciting machines were built.

For example, a hospital hospital, a power plant, powerful aerodrome fire fighting machines, and various rocket guards, communication, fire control and locksmiths. The production of the MAZ-543 chassis went through the collapse of the Soviet Union, but small-scale orders lasted until the middle of the first decade of the year 2000.
By this time, nearly 11,000 543-Series machines were manufactured, the successor of which was the quad-core 22-tonne MAZ-7930.

And an update for the MAZ 15T118
The following site has some internal photos: -
http://forum.valka.cz/topic/view/705...8-obytny-modul

Again, using Google Translate: -

15T118 ( 15T118 ) is a special body designed to provide life and relaxation for long-term stays in field conditions. It allows for long-term stay of 24 persons with personal belongings and equipment.

The superstructure design allows use throughout the year in various climatic conditions, ranging from -40 ° C to + 50 ° C, air humidity up to 98% (at 25 ° C) and ground wind speeds up to 25 m / s.

The superstructure is divided into separate sections that are designed (front to the rear):
- Front entrance (cupboard)
- Coupé
- Food store
- Medium entrance (
ZIN ) - Section ZIN ???? ( shower room )
- shower room
- kitchen with food
dispenser - party room, dining room
- rear entrance (basement)
- living area with walk-in wardrobe

Basic technical and tactical characteristics:
Length: 15336 mm
Width: 3240 mm
Height: 4056 mm (with antennas triggered)
Clearance height: 385 mm
Weight: 39035 kg (with full equipment) / 35245 kg (empty vehicle)
Max. speed: 40 km (communication) / 25 km (road)
Bus: 850 km
Min. rotation radius: 13.5 m
Min. width of communication at turning: 6.5 m
Wrinkiness: max. 1.1 m (including front wave)
Max. climbing angle: 30 ° (for dry and solid surface applications)

The entire body is located on the MAZ-543 heavy-duty off-road vehicle chassis(MAZ-543A). The superstructure has a metal welded skeleton, on the outside the sheet metal panels are fastened, the sides are covered by sheet metal panels covered with decorative plastic. The veneer between the lining is filled with heat-insulating material. Double-glazed windows, rubber seals and covers are located in the side walls. In addition, the windows are equipped with light-proof curtains and a protective grille.

For both sites that have images, I'd suggest getting copies of the images for future reference as both appear to be sales sites. EDIT: The first site is a sales site, the second looks like a forum or reference site.
