2. Which ones would remain and which would be extinct or defunct?

Kevin Kostner films aside, the US Postal Service was earmarked as one of the central functions of government to reestablish order and population tracking post-whoops, through the use of postcards that survivors would send in to be tabulated and recorded for census purposes, as well as for next-of-kin notification.

There is a book with parts of the 1980's era Nuclear war recovery plans. Als for reconstruction, two Federal LEO's are in the Constitution: The U.S. Marshals Service and the Coast Guard(which should be rolled into the Navy at this point). That book had things like drafting all undertakers for casualty removal, special currency, and a plan to fund efforts through a 30% tax(Can't remember if it was a sales or income).
