I think that was one of the source sites for the effort on tank-net.org to get a comprehensive orbat of the JNA before the breakup. The orbat is at http://elektron.tmf.bg.ac.yu/bojan/JNA%20OOB%20new.pdf and the discussion on tank-net is http://208.84.116.223/forums/index.php?showtopic=23296
As far as the JNA, basically the guy leading the effort got about 75-80% complete and ran into a whole lot of resistance - lets just say there are a lot of hard feelings in that corner of the world - and that's probably the best you're going to see. The site you linked to might be pretty helpful in detailing the militaries of the satellite states (Croatia, Serbia, etc.) that the v1 timeline refers to springing up in 1998.
