Soviet policy was always to regard nuclear weapons as an integral part of their weapon options not as a step beyond conventional. Carefully avoiding US, UK and French troops with them would have heightened the dilemma facing NATO.
Mind you I expect NATO plans involved nuclear demolition charges far faster than ever publicly admitted. |

It posits the Pact attacks, conventional only, sometime behind the fall of Saigon and the Soviet attack on Afghanistan.
