Federal Agencies
A few thoughts about federal agencies along with questions:
1. How do the federal agencies stack up in terms of who they support? 2. Which ones would remain and which would be extinct or defunct? For example: 1. Department of Agriculture 2. FEMA 3. US Marshals Service 4. DEA 5. ATF 6. Defense Mapping Agency 7. National Reconnaissance Office 8. Postal Service 9. FBI 10. Secret Service 11. NSA 12. Supreme Court 13. Federal Circuit Courts 14. Kevin Kostner films aside, the US Postal Service was earmarked as one of the central functions of government to reestablish order and population tracking post-whoops, through the use of postcards that survivors would send in to be tabulated and recorded for census purposes, as well as for next-of-kin notification.

There is a book with parts of the 1980's era Nuclear war recovery plans. Als for reconstruction, two Federal LEO's are in the Constitution: The U.S. Marshals Service and the Coast Guard(which should be rolled into the Navy at this point). That book had things like drafting all undertakers for casualty removal, special currency, and a plan to fund efforts through a 30% tax(Can't remember if it was a sales or income).
