UK Home Forces (alternate)

In my campaign the UK Land Forces Command is different from that presented in "Survival Guide to the UK" because I didn't like it. It didn't even attempt to account for forces that according to the BAOR OOB would have been still in Britain. Anyway, some may not agree with it but this is my alternate OOB for the UK.

UK Defence Command:

Royal Navy:
- The Comacchio Group (North Sea Oil Platforms, 500 Royal Marines)
- Patrol Craft HMS Peacock, HMS Tyne, HMS Mersey, HMS Severn
- HMS Ranger and Pursuer (these are training patrol ships manned by university students)
- HMS Atherstone, HMS Cattistock (minehunters, helping patrol the North Sea platforms and escorting any supply ships)

Land Command (Formerly Wilton, Wiltshire, England: This headquarters found itself cut off but the deputy commander, Lieutenant-General Sir Bruce Curry, managed to link up with units of the support staff and then with the 6th Btn REME. Now HQ is located in Bordon, Hampshire, England)

Nice work. Its kind of weird seeing some of the NI units mentioned like this - especially 40 Sigs and 152 Field Ambulance - both of these are TA units near where I live, and in my cadet days I worked with both units. Also my wife is a former member of 40 Sigs.

Might be nice to cover the RAF Regiment, especially as in the Twilight 2000 timeline it is likely we'd still have armoured squadrons with Scorpions, Scimitars, and the like. And some bloody air defence systems.

And yet another take!

I hope no one minds if I throw my hat in to the ring on this one with my take of how UKLF might look in the Summer of 2000.

Like Deacon, I dislike the way that was was presented in the UK Survivor's Guide, so I've been tinkering with a revised version for years now and it's still very much a work in progress.

The first part that I'll post is my revised OOB for the UKLF (not including Northern Ireland). It does not include any RAF or RN units - those are something that I do plan to add in. Nor does it include any units loyal to the Scottish or Welsh Separatist Governments, or any support units such as teh REME, R Signals, etc.

Some of the Unit titles contradict information given in the UK Survivors Guide or the NATO vehicles Guide. I do have reasons for that, for example using the Gordon Highlanders was for sentimental reasons; the other reason was primarily so that I didn't have multiple Battalions of the same Regiment in the same formation. Also, please note that any work that I have done on the UK, I have always had the Provisional Capital to be Oxford not Portsmouth (that's because when I sarted this work, I didn't have a copy of the UKSG, although I do now thanks to Drive Thru RPG!)

As a final note, all Infantry Battalion titles are based on the mid 80's Order of Battle, prior to Options for Change in the 1990's which saw a number of amalgamtions. This is consistent with the titles used by GDW in canon publications.

United Kingdom Land Forces, 01 August 2000

In early 1998 the Battalion was reinforced by the North Irish Horse and 1/Wessex, and underwent further augmentation, absorbing the personnel of 6th Battalion, The Light Infantry (TA).

These patrols have made occasional peaceful contact with Scottish Defence Force patrols. Has carried out considerable post strike recruitment, and is relatively close to pre War strength

6th / 7th Battalion, The Queen’s Regiment (TA)
Effective strength - 350 men
Subordination: none
Location - Brighton

Following the nuclear strikes, 6th/7th Queens were involved in disaster relief in local area. Have consolidated in Brighton, and are heavily fortified. Nominally loyal to HMG, in practice quasi independent. Rarely patrol outside immediate area. Reports that refugees have been turned back by gunfire. Absorbed many survivors of 56th Brigade (London). One unlawful breakaway group (approx Company size) has taken over Crawley area, scavenging Gatwick Airport.

3rd Battalion, The Worcestershire and Sherwood Foresters (TA)
Effective strength - 150 men
Subordination: none
Location - Mansfield

Suffered significant casualties in the nuclear attacks. Post strike, Battalion consolidated around A Company in Mansfield. Still loyal to HMG but unwilling to move out of local area. Effectively serving as a militia force for that location. Seriously under strength. Resources limited.

History
Intact and a cohesive military unit, the 4th QLR is no longer accepting orders from higher headquarters. The Battalion CO has declared himself ruler of the Battalion Area of Responsibility, with his own interpretations of the martial law proclamations of 1997/98. Law is enforced draconically, with capital punishment (generally by hanging owing to the shortage of ammunition) mandated for a number of crimes which were either minor offences or not an offence at all under the original proclamations. Bodies of those executed are frequently left hanging in their communities for several days as a warning to others.


5th / 8th Battalion, The King’s Regiment

5th/8th Kings involved in disaster relief missions in Liverpool / Manchester area. Companies now broken down into smaller lawful and unlawful groups in this area. No longer accepting orders from HMG. Small groups (no more than five - six soldiers per group) have been absorbed by Catterick Garrison.


3rd Battalion, The Yorkshire Volunteers

3rd Yorks were deployed in and around York following first strikes, and spent some time as HMG security force until relieved by 1st Irish Guards. Following second waves of strikes unit cohesion disintegrated. Approx 200 personnel now serving as the core of the Free City of Harrogate security forces, accepting orders from their own officers only. Numerous small lawful and unlawful groups can be found throughout the area.

History
Survivors of a group of Soviet POW’s who escaped from their prison camp in Devon. Before the strikes the Camp held prisoners classified as Category A, meaning that all were ardent Communists. Most were either Spetznaz, Airborne captured in Norway, plus some KGB and Political Officers.

In the confusion following the nuclear exchanges, the prisoners overpowered their guards killing them and taking their weapons.. Following their escape, the POW’s, then numbering approx 100, took advantage of the anarchy going on all around to take over a small town near the camp and go on an orgy of rape, looting, and murder. Elements of the Wessex Regiment (TA) were sent to retake the town, but seriously underestimated both the strength and skills of the Soviets. The Wessex’s attack was repulsed, and they suffered heavy casualties.

HMG then sent a regular unit from the UKLF Reserve, 2nd Battalion, The Royal Green Jackets, against the Soviets. The Green Jackets attacked in Battalion strength, supported by their FV510 Warriors, and were able to drive the Soviets from the town after a thirty six hour battle.

Following their defeat, the Soviet survivors took to the countryside. Some split into small groups, most of which have been caught or dispersed, but one large group stayed together under the command of Major Nikolai B Konev, a former Political Officer in the 76th Guards Air Assault. His Deputy is Captain Vladimir I Bondarkeno, formerly of the Spetznaz. They now call themselves Konev’s Wolves, and are well equipped with equipment taken from the Wessex Regiment (although their supplies of fuel and ammunition are limited).

Very interesting. Both of you have really good OOBs. I like yours in some ways better than mine fusilier but I liked mine because it used units that would in my opinion have given the game's orbats been still in the UK. I take it you agree with the idea that some units would be withdrawn from Germany?

RainbowSix did you actually use this militia unit in your game? It has an interesting back history regardless and I would probably find it useful if my players return to the UK at some point.

My scenario as most can see is a lot bleaker looking perhaps, but I had decided that the number of warlords and marauders was a lot smaller than simply local 'bosses' who had managed to control what food or resources there was.

For instance, let us say that Colchester in Essex has a boss, a former industrialist named Gerald Howgarth, who had a stranglehold on local businesses and workers. Because he stockpiled goods and had some measure of control over local industry and resources, he has become the local strongman. While there may be some semblence of normal government the town council and other government entities exist upon his sufferance. Those who do not work (save for those who legitimately are injured or sick, pregnant, etc) are exiled, a fate equivalent to death. He has managed to set up trade with a few local villages and towns, and established 'protection' over villages closest to him. A militia made up of local constabulary, security people and local toughs consists of about five hundred, organized into companies under his brother in law, Thomas Swindon, who was a captain in the Territorial Army. They have an assortment of civilian landrovers and other civilian vehicles, roughly twenty five fully functioning in total, and a full measure of British small arms as well as hunting weapons. There are also one hundred mounted militia. If Howgarth were to meet up with official British forces or government persons he would be friendly but would not tolerate anyone bossing him around short of the entire region suddenly being full of British forces. (or other, for that matter) He is not above trading with foreigners but will be wary of such persons as Soviets or the French.

I think varying degrees of Howgarth would be common. They would exist regardless of national parties or marauders, having assumed their position largely from necessity and the hesitancy of more civilized people in their regions.

Both of yours are very good and I intend on saving it for future references. I originally created mine when a long time ago, slowly building on it and having originally stuck to the book (the Survivor's Guide). For example yes, I include 2 Divisions from Germany having taken up their mentioned locations in Southern England. I also used a bit of material from the 2300AD link about the Twilight War I posted above.

I never really had too much against the Survivor's Guide, and would love to hear both of your opinions on why you do, and choose to change it.

Yours still works, it's just that clearly other units were 'holding the fort' as it were until the units from II Corps arrived. I preferred to have my OOB reflect that.

Furthermore, I did not really like the way the theoretical government or its aims were set up, I felt that the book left a lot of work for the gm to do. I would have liked some adventure suggestions or at least more clear goals for those the players might end up working for or with.

I have a list of derelict RN craft somewhere, ships that lack fuel or are under repairs, and I would as well suggest having a Royal Marine and Navy complement holding onto the city of Devonport and the town of Poole.

Deacon, in response to your question as to whether or not I used any of these units in my game, I'm afraid that by the time that I started writing up that orbat (mid 2002), my gaming group had long since disbanded; my main reason for working on it at that point was more as a theoretical excercise rather than any expectation of ever using any of it in a game. My aim, therefore, was to try and write it in more a source book style, creating various scenarios that could be turned in to full fledged adventures, e.g. dealing with Konev's Wolves, the QLR CO, persuading the local Government of Swindon to reintegrate with HMG, etc.

Somewhere on my parents' computer there's more, including an assesment of the Royal Navy, and the state of the Military in the rest of the United Kingdom.

I have tried to err a little on the bleak side myself, creating several areas that are firmly under Military control, for example Oxfordshire, the area around Catterick camp, and the North East, but I also hope that I've left large swathes of the country which are much less organised - the industrial heartlands of the North West, for example.

I must say, though, that looking over what both you and the Fusilier have posted has exposed some gaps in my orbat which I need to revisit, in particular East Anglia, which I'd neglected. It's interesting that you make mention of Colchester in your example - Colchester is where the UK Military prison is located, so when the bombs fell, there could well be lots of unpleasant individuals who manage to make their escape and terrorise that area until they were dealt with.

And I do like your Hogwarth example...

Fusilier, there's no one big thing that I dislike about the UKSG...it's more like lots of little things...

Firstly, I don't like the way that any of the canon material deals with the British Army, specifically the fact that both the Nato Vehicle Guide and the UKSG more or less completely ignore the Territorial Army. The timeline on Page 7 of the Survivor's Guide states "Territorial Army units were raised and many were shipped over to Germany in accordance with well established plans' and yet there's no mention of these Units anywhere. My understanding based on my research is that 15th and 49th TA Brigades would have joined one regular Brigade to form 2nd Division, but in canon the 2nd Division consists entirely of regular troops.

Then there was the question of the remaining TA units. Again, I was disappointed that GDW had treated them with a fairly broad stroke of the brush - again, from page 9 of the UKSG - "In Leicester, the local council declared the City independent and ordered the City's Territorial infantry Battalion to halt the flood of refugees...". I just found this to very...vague...if many TA units were shipped to Germany, then where were all these TA Battalions that were suddenly enforcing martial law on the whim of a local council?

I should enlarge on that by saying that on the whole local councils have very little real authority in the UK, except in such matters as parking fines and enforcing littering. The idea that a TA Battalion would enforce martial law because the Council said so was slightly implausible to me. Notwithstanding the fact that most towns are lucky to have a Company of TA, even before the cutbacks of the mid 1990's. And that Company would often be Transport, Medical, or some other non combat role - not Infantry as stated.

Also, I found the whole idea of the 'Royal Army of Scotland' to be totally implausible. At least the name. As a Scot, living in Scotland, that one was just totally off the mark to me.

I realise that I may sound pedantic in this post, and my intention is not to criticise the original writers - I merely think that there is a wealth of knowledge that is available now through such sources as the internet that simply wasn't available when the UKSG was written...So, purely as a project, I decided to have a look at the Orbat and attempt to 'revise' it...

I also didn't like the way that the territorial army was almost entirely ignored. While I am aware that the internet was not as effective a research tool as it is now, I find that a flimsy excuse. You can easily find at the very least lists of names in almost any large library, but you'd have to actually do a bit of research.

Yes, I haven't really covered Scotland yet, but the way I would do it would be to have perhaps a couple of areas where more fanatical or desperate members of the SNP would have taken charge, others where the British Army units of the 2nd Infantry Division would have, and still others where as before there would be local bosses running things. I think that while the idea of pretenders to the crown and peers of the realm running around with warlord bands sounds interesting, it doesn't really sound very likely to me.

I would also add a lot more members of the House of Peers than they have listed; I don't think the writers were aware that judges for instance would be members, and also that there would probably be a number of Life Peers around as well.

In my game enough government survived to form a sort of emergency government but the necessity of re-organizing would remain, so rather than direct rule by the military until an election could be held I felt that instead there would be an interim government. Part of my reasoning for this is that I always try to err on the side of "what interesting things will there be for my players to do?" in this particular case doing a census a la "Armies of the Night" is definitely one. So I would suggest that there might be a number of higher officials who would have been rushed to a shelter immediately following announcement of a possible strike. There would be contingencies set up which in some cases would work. In my campaign there are a couple of junior ministers who were in other parts of the country or in Europe, MPs who were visiting constituencies, magistrates, bureaucrats, officials of various sorts as well as such local officials as Chief Constables and the like that a semblence of government would have been formed.

The senior minister of state, I decided, was the Minister of State for Foreign Affairs, who had been in Europe, and who in the interests of national unity was acknowledged as the acting Prime Minister, while a peer who had been serving as a minister of state in the Department of Health was made acting Lord Chancellor. As far as general security went the Second Sea Lord, who had been touring bases, became senior military official and thus responsible for martial law.

Personally, I think Scottish (and, for that matter, Welsh) Separatism is actually far less likely than GDW suggest.

You probably have things fairly spot on in suggesting that several different factions would be vying for control. From memory (I don't have my notes for Scotland to hand), I'd suggest something like a Provisional Capital in Perth, with an SNP led Government (I can go deeper in to a back story for this at some point). Small garrisons in Perth and Stirling, each in contact with each other. Most likely source of troops would be the 51st Highland Brigade.

I'd also put a French Expeditionary Force in Perth, supporting the SNP Faction. Not large, more like a training team, 40 - 50 men, some light armoured vehicles, maybe even a couple of Gazelles. I'd have the French equipping the Scottish troops, so when on patrol they'd be wearing British uniforms but carrying French weapons.

Figure on the Perth / Stirling corridor being relatively secure, taking in refugees who would be able to work for their keep.

Another area that you would want to consider would be the RAF bases in Scotland - the main ones are RAF Leuchars in Fife (F3 Tornado base), and RAF Lossiemouth in Morayshire (Maritime Attack Tornadoes and Nimrods). Both well away from the SNP controlled areas. RAF personnel are much more likely to have remained loyal to HMG in England, possibly taking in any stray troops that are loyal to HMG.

In my opinion, the further that you go away from the Cities (or what's left of them) in Scotland, the more you are likely to encounter the more traditional way of life, and the more likely strangers are to get a (relatively) warm welcome, whereas the areas around the Cities (particularly Glasgow, Edinburgh, and Dundee) would be hellholes where only the strong would survive for any length of time.

And yes, claiming to be a Pretender to the Crown would probably make you a laughing stock...although there is a possibility in the North that some of the Community leaders could well be the Clan Chiefs...that's not outside the realms of possibility, but only in the more isolated areas in the North of Scotland.

G'Day All,
While I intend to steal all your hard work and save it off to CD-ROM for possible future use (if I can ever get a proper campaign up & running!) I would like to offer some additional thoughts about the armoured vehicles in use. Specifically, the info deals with vehicles of the 1950s-1970s era that were still in use in the province of Northern Ireland for internal security into the 1980s-1990s.

There were a variety of armoured LandRovers used by both the army and police numbering in the 100s. Examples include the 'Piglet' and the various Shorland armoured cars.
RainbowSix has mentioned the Saracen APC and again, there were a number of them in NI for use by the security forces as well as a stockpile of basically intact vehicles for spares somewhere on the mainland from what I remember. However, the Saracen is a bit of a bitch maintenance-wise.
The Humber 'Pig', another wheeled APC that was kept in service for use in the Province and they still had dozens of them waiting disposal in the late 1990s.

All of these vehicles were modified for urban use in the Province with such things as skirts to prevent firebombs and such being rolled under them, heavy guards on the front to bash through barricades, anti-spalling armour and so on.
It's unlikely GDW would have bothered too much with these vehicles because they were for internal security duties and not part of any army unit as such, however, there were a lot of them in NI and many of them would probably have survived to be taken into service with the remaining security forces... and it's only a short trip across the water if you have access to a car ferry or landing craft if you wanted them for use elsewhere in the UK.

Also, there was a reasonable number of FV701 Ferret scout cars awaiting disposal as of the 1980s-1990s, many of which went to collectors or private museums and suchlike.

I have Poole garrisoned. Plymouth (very large naval base and important for RN amphibs, nuke subs, etc) however is one I think i'd like to have garrisoned and will have to address that. Probably with just naval personel.

I did like how Anglia was portrayed in the guide and I think Colchester idea is a good addition since I now know about the prison.

Did not the 4th and 5th Divisions compose of TA units? I know a number of TA units were absent in the guide but with additional garrisons around the world, I was able to add units to Norway and a few other places. There is some mention of them in the link I posted above for some more options.

Rainbow Six that is a good point about the town councils initial lack of authority power. How about after the strikes set in, the local leadership (council, police chief, military liason) have the towns police, handful of TA (do not have to be infantry), local milita (ever see Threads and the traffic warden guarding the prisoner camp?) enforce a form of independence since there is no contact with any federal goverment? The independence is more or less isolationist to refugees and not providing support outside their locality.

"Royal" Army of Scotland... yeah seems a bit odd. I have Scotland, which is really just the southern areas independant (Wales not really, instead its kind of gone isolationist until things improve). Yeah, I too have France meddling in Scotish affairs with arms supplies being interested in future access to North Sea oil. The air bases in the north I have still under RAF control, like Stornoway, and Leuchars.

I don't really have any pretender of the crown fellas. I too thought it was a little too much. It was kinda romanticizing or something Britain's monachy past.

ReHerakhte I am a sucker for the older cold war gear and I too have looked into available vehicles. The Guide mentions alot of Ferrets sent to 5th Division and I have added Fox and Saracens too. Thanks for the added info.

Over the years I can remember a variety of vehicles in service over here, ranging from the early armoured landrovers, through Ferrets, Saracens, Saladins (never carried ammo for the 76mm gun though), Pigs, Tactica EOD vehicles, AT 105 Saxons and Tavern personnel carriers. There are still Taverns, Land rovers and Tacticas in service here now. Another source of light armoured vehicle here would be the PSNI, who use armoured landrovers and armoured civilian cars, both marked and unmarked.

I was a bit baffled as to why for instance a place like Wigan or Swansea would be nuked but not places like Devonport or Plymouth, which are both ports of some importance. But then it is like the SAC bases in a number of parts of the US not having been nuked while every possible oil refinery city seems to have been. I guess it was somehow fitting in with their idea of resources being hard to grab.

Rainbow Six: I am thinking like you, you'll notice I placed 2nd Division HQ at Stirling, also because that area is actually a major economic region with lots of roads and rails, I felt that any leaders worth their brass would be able to get SOMETHING going.
And I would agree, I would say that the areas that are more urbanised would be typical twilight Anarchy/Terror/Devastation, but it is easy for North Americans to forget how close towns and villages can be in the UK or Europe for that matter.

I'm still working on an idea for numbers of RAF bases; I am reasoning that there would be one or two operating in Ireland, perhaps one (as per the 2300 AD site's back history) or two teaming up with the USAF at Mildenhall or something, and maybe one or two of the joint RAF/RN bases in the south, but I am fiddling with details and brainstorming about them.

I would also like a more comprehensive look at the RN/Royal Marines, but again that will come later.

I like the idea of some of those old urban armored vehicles being put into play. I've always liked the look of the Saracen, and it seems a practical sort of vehicle for the times of the Twilight War.

Like yourselves, I wasn't thrilled about the UK Survivors Guide, especially after you compare the orbat there to Andy Johnson's 1989 NATO order of battle that's been floating around the internet. But then what do I know, I'm just a bloody Yank.

Deacon and Fusilier, you guys are both Canadian? One of my projects is redoing the Canadian order of battle. Have you guys considered the same? Again, I'm just a Yank, eh!

Back to the UK orbat, I saved this bit off one of the Twilight 2000 yahoo groups awhile back, unfortunately, I don't remember which one specifically. A few of the guys on the T2k yahoo group were discussing a possible orbat of Hong Kong based forces. For whatever reason, historical I think, one of the posters renamed the 6th Infantry Division to the 40th Infantry Division.

I've considered somewhat revising the Canadian OOB, particularly since there is the possibility that as with other nations units might be called up to a greater degree than has been described. Are you referring to the one from the Challenge article?

boogiedowndonovan, yeah we are both Canadians. Ive redone the Canadian Orbat. I didn't really like the Challenge article depicticing it. I was in the army for 11 years and I think I have a bit of a different opinion than the author did. Not saying I am an expert, its just a different view... kinda like how you guys think of UK Survivors Guide (for a number of you live there).

I am at work so I can't post it. But this is my main idea. The way Canadian reserve troops are deployed IRL, isn't like how the Brit TA in Twilight is deployed. When a battalion is deployed in peacekeeping ops, haiti, gulf war 1, etc... reserve units send troops to augment and supplement the Regular Army units, but the reserve unit itself mostly remains. I think in WW3, with 4th Mech Brigade group in battle, reserve units would be for the most part remain at home, training at a much more higher level, and sending troops as replacements. The same continues when 5 Brigade shows up to reinforce 4th Mech Brigade. Reserve units just don't have battlefield mobility, size, and firepower to operate alone in Europe. Anyways that leaves a reg brigade in western and central Canada as reserve and eventually operate in Yukon Territory and B.C. against the Soviets.

The exception of whole unit deployments I think would be reserve field artillery units (105mm towed) sent to replace losses in the regular artillery units (M109). And the odd unit of whatever, infantry, transport, engineer, etc.

So by 2001, many of the reserve units are near their home garrisons, while a number we sent to the west or Quebec. A reg brigade is trapped with an American Corps in Northern Poland (cant remember which but its the one mentioned in the books), a brigade is in Alberta, and the 3rd was able to be evacuated with Op Omega where it landed in Atlantic Canada.

Yeah thats it. The regiments and battalions may change over time but its always 2 infantry and 1 armour, with engineer, artillery and choppers.

You would also have the Canadian Airborne Regiment sent to Europe as well, but they would most likely end up in Norway with potentially another single infantry battalion there as well.

Rainbow Six

Hope no one minds my resurrecting this, but I've been revising the OOB that I originally posted to add in some additional units (plus some things inspired by Deacon and the Fusilier), so thought I'd repost with an updated OOB.

A few notes first of all.

Firstly, I must stress that this only loosely follows canon. I haven't changed any of the nuclear targets, but I have made some sweeping changes to some of the things suggested in the UKSG. For those familiar with UK geography, I have made the South West a relatively secure area, mostly under Government control, with a provisional capital in Oxford. The South I have in anarchy, with occasional military units being the last hold outs of law and order. In the North East I have several military enclaves amidst a sea of rising disorder. The North West, with the exception of the area close to the Scottish border, is in total anarchy. Scotland, Wales, and East Anglia are all independent of the UK Government.

I have changed a few things from the original orbat that I posted, mainly because I thought that placed too many troops in the North East. By reducing the number of troops I have tried to keep the sense of the isolated enclaves. I reduced troop numbers by not pulling a Brigade back from Norway.

As before, Units are mentioned that the UKSG mentions as being elsewhere - in each instance I have substituted them for another unit (in the UKSG orbat there were a number of regular battalions unaccounted for).

I have created a purely fictional formation, the Home Service Force, based loosely on the WW2 Home Guard (there actually was a HSF in the mid 80's, but they were nothing like the HSF as I have listed it here)

I have attempted to give independent Welsh units Welsh names, courtesy of an online translator - hopefully they are accurate!

Finally, I have not looked at Northern Ireland - this orbat is for the mainland only.

The Household Brigade
The Household Brigade is currently serving as the primary security force for Her Majesty’s Government as well as carrying out its traditional role as the Sovereign’s bodyguard. The Scimitars are operated by the HCMR, which also has a 100 strong mounted troop; the heavy tanks, which came from the Tank Museum at Bovington, Dorset, are operated by the Life Guards. Foot Guards provide one Company to augment RAF Brize Norton security on a rotating basis.
