UAZ-469

According to the official rules a UAZ-469 can carry 2+3 people. There are numerous pictures of them carrying considerably more than that however, for example:

Does anyone know if there is a long wheelbase version of a UAZ-469 that carries more people? Or are the official rules based on the number of people who can be carried "comfortably"?
