Ahh yes, I'm new here but I know a bit about this sort thing. May I suggest that perhaps the rule system your using simply isn't comprehensive enough and you need to just chuck it altogether and start over. Just a thought. From my POV the Twilight 2000 story is strong, but the rules are weak. If I were you I would talk with Targan - maybe he can set you on the right path - towards a more realistic and much more gritty T2000 experience. I know, I've played more PC's in his campaign than anyone.
