Which should go hand in hand with:
"One should be careful what one writes. And to whom one gives it."

The bearer of the letter does quite literally hold the King's authority in his (or her) hand so it certainly does provide a sense of carte blance.

There would probably also be a number of people falsely claiming to be a King's Messenger, thus making the letters themselves highly valuable.
