hehe I see your point and as far as the rules go -playing a very low charisma -or high for that matter isnt easy. To help speed things along and make charisma a usefuls Score I tend to roll for reaction when dealing with NPCs. (unless a specific skill is use like persuasion) Having a 1 will definently make people dislike you in most instances. You will have to go out of your way to make good impressions/get people to like you or be loyal to you out of anything other than fear. thats my take on it anyways.
