If you could hide this somewhere
http://www.spacex.com/falcon9 You could use it to place all three necessary satellites with one launch. It is nearly as large as the Russian rocket mentioned above, but it only has two stages which would significantly enhance reliability. At 22 stories tall it would be difficult to hide this though.
