Default Missile Targets

I know there has been a lot of disscusion about nuclear missiles, some I came up with this table using 1 D10

Die Roll Outcome
9-10 Missile intercepted by counter measures
7-8 Missile destroyed prior to launch
5-6 Missile guidance malfunction fails to reach target
3-4 Near Miss
1-2 Missile warhead does not detonate

Well we know that missiles did hit their targets - is that a D10 to explain why either the target survived or why the missile missed? (i.e. as in the missile that didnt hit Istanbul and Bremerhaven, etc..)

It is mentioned a number of times in different T2K books that the guidance systems of WarPac ICBMs were much less reliable and accurate than NATO's missiles. Also it's reasonable to assume that NATO's countermeasures were more efefctive than WarPac's. Perhaps modifiers or 2 different tables are required?

It could also explain why the Soviets were so excited to find the boomer with the three operational missiles in Boomer

perhaps they dont have any more - i.e. with high failure rates at either launch, targeting or warhead fusing along with NATO countermeasures the hits that have been detailed along with the strikes against refineries world wide may have taken everything they had

whereas we now that the US still has nukes - its mentioned in at least two modules that MilGov removed the warheads from missiles in areas that CivGov ran (both cruise and ICBM's) and brought them to Colorado Springs for safe keeping - meaning they may still have warheads and missiles still on alert in areas they controlled

doesnt mean the Soviets still dont have bombs and suitcase nukes - but they may be completely out of missiles

I made this as a GM tool for use when establishing an adventures setting. Example oh I want to make a adventure near or in location X, hmmm it not of hit location list, but it has important resource X, ok I use this table

My GM did something similar when we came back to the US - we did Allegheny Uprising with us setting out from York PA as per his world that had MilGov reopening the plant there using troops from Going Home to re-establish order in central PA along with the Harrisburg govt - so we asked how come York was still intact and not nuked with a defence plant there - and he came up with the explanation of the nuke aimed at York not working due to a malfunction
