Default MP Training/Doctrine: the TIME matrix

TIME is an acronym, and another attempt at a little 'chrome'. Or... What Morrow expects the PCs to do....

Hopefully it's simple enough for players to remember. I welcome any comments

The TIME matrix provides a framework that guides Morrow Project Teams on how to give recommendations on what the Project can (or should) provide to Survivor Communities - and what these Communities could provide to help the Reconstruction Effort. Ideally, the matrix provides structure for reports to higher authority but it can also be useful for Teams that are operating independently

T - Tools/Technology - Not just physical gadgets, this is can also refer to less tangible things such as political influence. Example: Does the Community need a Fusion Pack, a "School-in-a-box" or some reloading gear? Does it have some surplus equipment that it cannot use? Is the Community led by a charismatic individual/group that is respected throughout the AO?

I - Information.- Example: What information does the Community need or have? Instruction in Farming techniques? Or something like Intelligence on the bandits that have been raiding the area? Does it have anything like a newspaper?

M - "Muscle" - Example: Can/should the Project provide paramilitary assets and personnel such as a MARS team. Could the Community provide workers for a project such as Road building/repair

E - Expertise - Example: Does the Community need a Doctor to check out their health needs? Does it house a Mining Engineer who could help reopen Oil Wells?

TIME also refers to the Project's scarcest resource: the amount of time available before the Team should move on to the next community
