Free RPG with Criminal Ideas
This game and setting, called Dog Town, is a well crafted setting with fully formed gangs, individuals, and locations that I think has good ideas for criminal operations pre-war, particularly for the 1980s.
If referees are looking for ideas for biker gangs, mafia groups, individual criminals, and background ideas for what criminals Twilight 2000 might have done before, this is a very useful set of sourcebooks. It is free at either the developer's site or on drivethru. Is it a great deal? Fuggedaboutit!
