Default NPC skill brackets in T2k v.1

Okay...this is driving me crazy. If you're on the FB T2k page, I apologize for making you read this post again, but on the off chance nobody over there can help me out, here's my plea again:

OK this is driving me bonkers. I've always just "winged it" but I could swear there was a rule covering skills for NPCs in Twilight 2000 v1.
Specifically, when you encounter a group of NPCs and there might be some need to engage in combat, use a weapon, etc., NPCs are given a value of Novice, Veteran, Elite etc. Where in the hell are the rules governing what those categories mean beyond a general idea?
I could swear up and down that there were brackets for percent values given for that and it was detailed in the damn rulebook.
If not I'll keep on just winging it but it's bugging the hell out of me.

I believe there was something along those lines in 2nd and 2.2 editions but I don't recall any sort of explanation of skill levels for NPCs in 1st Ed.
To be completely clear though, I never played 1st Ed. and have only a passing familiarity with the rules.

It's on page 16 of the ref's manual - a page which inexplicably isn't included in the most common PDF.

I've just checked the PDF of the manual on the FFE produced CD-ROM and it appears to be using the same copy because page 16 is also missing on that copy.
I do know that FFE did not have copies of some books so they asked fans for either PDFs or copies that would be used to make PDFs. It seems that FFE got a dodgy copy

Thanks guys, I went to page 16 of my physical copy and there is what I needed.

Big OOF on my part! :P I didn't even notice the page numbers were wrong.

Took me a while to figure it out too, and I'd been asked exactly the same question a couple of years ago! Totally forgot the answer!
