Soviet policy was always to regard nuclear weapons as an integral part of their weapon options not as a step beyond conventional. Carefully avoiding US, UK and French troops with them would have heightened the dilemma facing NATO.

Mind you I expect NATO plans involved nuclear demolition charges far faster than ever publicly admitted.

It posits the Pact attacks, conventional only, sometime behind the fall of Saigon and the Soviet attack on Afghanistan.
