It looks like the Holy Grail is the CAPSTONE Volumes and the Time Phased Deployment List/Force Packages. The question is who has them?

Sent a FOI Request Dept of The Army, specifically DCSOPS. Hopefully they have the CAPSTONE volumes (two years ago I did a FOI to FORSCOM with no luck)

I recall from reading about the Desert Shield deployment that the Time Phased Deployment List/Force Packages for the CENTCOM AOR were in the midst of a major rewrite when Saddam invaded Kuwait, which caused no end of hassle. (see p 43) So I think it might be a collection of plans (for each region/scenario) that evolved over time, and it might have been computerized rather than paper documents, which could be problematic! Best of luck!

US Formations Staging Through the UK

a. II Marine Expeditionary Force (IIMEF)
Detailed accommodation requirements for II MEF were it to stage through the UK in wartime, have now been received from the US and work is in hand to identify and earmark suitable sites within the desired radius of the formation's arrival air and sea ports (Liverpool). The maximum requirement would be 28 individual unit sites or, if collocated, 11 larger sites to accommodate 40,600 personnel and their associated vehicles and equipment. The staging of II MEF through the UK will be simulated in Exercise WINTEX/CIMEX 89.
b. US Infantry Division
Whilst it has been confirmed that SACEUR now intends the 9th Infantry Division deploy direct to BALTAP without staging through the UK, the US are likely nonetheless to require staging facilities in the UK for the smaller 28th Infantry Division (17,000 strong). Details of the support and facilities which would be required for this formation are awaited from US staff.

It also appears, from the same document, that Canada formally requested that the UK allow them to establish a Canadian European Theatre Base to support Canadian Forces committed to NATO. They further requested facilities to store 16,000 tons of tri-service ammunition.

Interestingly, when III Corps' ADA Brigade was activated in 1988, it was the 31st, not the 34th that is referenced in the document!
