The Dutch marines are unlikley to have been a big factor:
Feb, 1999 Nuke target: Isla Refinery in Willemstad harbor - which serves as a refinery for Venezuelan oil - also taking out the Netherlands naval base at Curacao and the Marine barracks there as well. (distance is less than 3 km). Killed much of the island’s population and infrastructure.
