One is active one is passive. That actually makes more sense than the fact that if you are using a .50 cal you can shoot at the soldiers equipment (including his uniform) but not at the soldier himself. Edit while doing research on this, found round size is not officially worded in the GC, but many suggest .50 rounds violate the "rule of proportionality" so saying you are shooting equipment keeps you safer legally. me too .
It is after all a nuclear war . ( I believe that nuclear war /wars) would rather be a downward spiral of many bangs rather than one big ka-boom to end all kabooms... so nukes ,dirty bombs,gas,biological weapons ( dead horses, carcasses,fecies) we used them all - allthough its not every session. As a GM i use sparinglyto build up a little shock value from a sudden and violent gas attack.. hehe...sounding the air raid sirenes with an impending nuke and watch the scramble to find any cover ( duck and cover ) all good fun in the morbid game sense imho . |

In one skirmish, I got my PC's with a little sneaky trick--I laid down some chemical smoke, then dropped a few CS rounds into the mix for an unpleasant surprise once the clouds obscured the scene.
