That is really bizarre. This would make for a great campaign. You could house a secret organization under there military or civilian. Or just make a bunch of undesirables that scrounge and steal from others. Of course your PC's can then go down their and extreminate these horrible people.

Vegas would dry up pretty quick post TDM, so I expect nature would take care of most people living there, both above ground and below.

Could lead to some interesting caches though.

Vegas seems like a potential gold mine for all kinds of salvage.

I lived in Las Vegas for seven years, and it was reported on the news that homeless people drowned pretty much anytime it rained as all the water that fell on the entire valley rushed though the storm drains.
