Let's see how hard you guys laugh when I coordinate with TPTB to have the HAARP array zap your houses.

IIRC, the main "use" of HAARP in weather control (according to the show anyway) was to start bouncing hurricanes back into the Atlantic starting in 2006 (after the Russians or Chinese attacked us with Katrina in 2005 ...)

It would be amusing to run some adventures set in Alaska where the PCs (either Western or Soviet) gradually discover that the entire purpose of the Soviet invasion of Alaska was to capture or destroy the HAARP facility, being convinced it was some sort of US super weapon, only to find out eventually (and at ridiculous cost) that it's just a cool energy hog that generates some cool aurora borealis locally.

that it is in fact an evil super villain wet dream machine that can generate storms ,droughts,earthquakes etc etc and then they can try to get control of it themselves and try their hand at super villainous life.

Well, that could mean that it has some intact or even functioning high-capacity generators on-site.

He mentions psychotronics which is completely bogus, in the last twenty years the term has changed it's meaning from some type of psychic transference energy weaponry to some sort of mind-control device.
I personally think a mind-control device is boring as batshite but the earlier meaning was far more interesting. Allegedly a psychotronic device could transfer the energy of an explosion to a target site via remote means so if you had a photo of the target, a weapon could be detonated within the psychotronic field in the deepest, darkest forest of Siberia for example and then delivered to the target where-ever else in the world it may be in a split second
Oh and it could also control the weather but doesn't everything conspiracy related these days

That doesn't even make sense to me; maybe some advanced civilization who understands laws of physics we don't know could do it, but I doubt even that one. It sound like something a five-year-old came up with. I'll have to check out that particular conspiracy theory so I can have a good laugh!

EDIT: OK, these people are definitely our kin. They've been playing too much Dark Conspiracy!

I remember hearing the Russian Woodpecker on the shortwave bands in the 1970s and 1980's. Some radios even had a special filter to filter out it's noise.
