Nate,

The Specialty teams seem to be missing their "Specialty" Branch designation (per TM 1-1). It's great you actually have Specialty teams, many games (and quite a few of the adventures) seem to forget they exist!

Fire and Rescue services would be under the MARS team. MARS has become a kind of shorthand for Project Special Forces over time, but "Rescue" is literally their middle name. They'd probably be the ones to handle police training duties, too.

The kin of rescue that the MARS Teams do is like the hostage rescue variety. The Emergency Services Fire & Rescue teams are a very different kind of rescue... in the navy we have fire & rescue training every six months. And the SEALs let me watch the hostage rescue training.

Having dedicated Fire & Rescue workers acting as trainers (what the project personnel are suppose to be doing... acting as advisers and teachers).

Your wife can't remember your last name, your kids don't want to talk to you... You get to eat a lot of meals by yourself. Trust me kid, nobody wants to be that guy. I do this because there is nobody else to do it right now. Believe me if there was somebody else to do it, I would let them do it. There's not, so I'm doing it.

Nate,

Couldn't they do both kinds of rescue and training?
