Actually making chemical weapons can be done on a small scale - a city like Krakow as described in the game could make them. We arent talking thousands of shells here - but enough to definitely make even a very large marauder group think twice about attacking unless they still have at least some rudimentary NBC gear.

If you have someone who has the education and time then you can make some very nasty weapons - if you can make mortar shells and explosives then mustard gas isnt that big a step up.
