Cepheus would be a reasonable system to base things on. Not sure how well things would convert between systems without looking at that specifically.

The Cepheus SRD is the 1st Edition Mongoose Traveller rules (themselves derived from Classic Traveller) made generic and OGL. I like the MongTrav rules and have played a few games with them (Traveller and Mongoose 2300ADJ. I also like Zozer's other CE/MongTrav supplements. The system works well and has a lot of the feel of Classic Traveller but feels a bit better organized or put together.
