The Last Ship (from 1988 - not the TV show) was a pretty great book about a destroyer alone, post nuke exchange, looking for a safe port. IIRC (I read it in high school) it deals with command and loss, with the US and Europe basically completely uninhabitable.
On The Beach also has a significant plot centered around an American sub that is looking for signs of life. |

One of my all-time favorites is Final Blackout by L. Ron Hubbard, set in France and England after 30 years of all out war.

Written in 2006, Cormac McCarthys The Road is magnificent. Also could very well be T2K setting motivation.
