Default Timeline Question

So as I am looking over the local area resources on Kato's maps, I see a reactor in Long Island, Shoreham Nuclear Plant.

It was decommissioned in 1989 in RL...

Anyone know the government mindset in 1989 in canon? Would they decommission a nuclear reactor in a time approaching a war?

From this Shoreham Nuclear Power Plant it looks like it would have never produced commercial power. The many previous problems (economic, protests and red tape) make its closure look inevitable.

However if you remove the Chernobyl disaster from your timeline (given that incident that might have helped bring about the end of the USSR), the protests against it may not have been successful.

No reason why they wouldn't decommission it...Long Island is fairly heavily-populated and wealthy, and if enough economic and political pressure was applied, the plant might be decommissioned if the power grid could take it, such as if another plant, or a coal plant, were built and tied-in elsewhere. New coal plants have been built yearly throughout the U.S. in real-life, whereas no new nuc plants have been built since the 70s.
