Help with a Character
Currently I'm designing a survivalist character; as part of right-wing survivalist group, base in the pacific northwest. As part of his background the character he broke both his femurs and shattered both his hips while attending the Military Free Fall Parachutist Course. The problem I having is what kind of modifiers do I need for this character, I thinking for the character to do any type of movement, you would roll against Strength+Constitution. Does that sound right?

I don't have your answers, but I salute you for being willing to play a character with a disability.

About 20 years ago, a friend created a GURPS character for a T2K-ish that never got run. I do remember that character was an artillerist with severe hearing loss.

I've lived with similiar injuries. So, you need to take into account,
Gait, his walk and his footfall and footprints would be very distinct, thus making him walking in the shadows <how he moves> or his footprints distinct, so you could track him and know you are tracking him. Balance: FORGET IT! Pain; He would have developed a high tolerance for pain, so at times he could function even while in lots of pain that would otherwise give others pause. Pain 2: Pain would give him pause, some days it would be a feat getting up and moving. These could be random, or they could be after a long hump or some major physical feat Medical Knowledge: Of his condition, how to deal with it and handle it. Strength in the arms: Wiould have been increased Speed reduced, as well as duration of ability to say, run would be reduced Agility REDUCED; Toss in some PTSD for the trauma of the injury and having to cope with it and the V.A. system which sucks donkey dick in the Pacific NW, and some issues resulting from that, some common ones are ANGER! Easily Agitated, a Fuck it attituide and the whole don't care if you live or die mindset. Riding a horse would be painful, as it would stress the broken bones and damaged muscles. And then if he had hardware implanted to repair the breaks well, that poses more issues.
