Default How do you hide the project in the deploment Stage

Let assume that we have a project size of 40,00 total personal to be hidden over a 30 year time frame . with an average team size of 5 (some teams are 3 man some 8 on average) so we have 8000 teams to hide in 10 regions so 800 teams to a region figure 5 states per region for an average of 160 teams per state lets then assume that 50% of the teams are recon teams 25% are science 15% are mars and 10% special teams and regional teams.

So a average of 80 recon teams per state 40 science 24 mars teams and 16 others this gives us a rough idea of how many hidey hole we are going to need also how big of an area of responsibility each team has to cover.
The US has 3,120,037 square miles in the lower 49 states which means that a recon team has an average responsibility for an area of 780 sq miles or a box roughly 28 miles to a side If we allow for perfectly even areas your average mars team will have a zone of 2600 sq miles or a box 50 miles to a side .

So go with this the project will have to hide about 266 teams a year or roughly 1330 personal per year

Then we also have the equipment update of 87-88 if you figure only 60% of the teams are in place by this time ( making for a mad rush at the end because of delays) you will have about 4800 teams to update in a two year time frame

Ok so we have figured out what are logistics issues are here are my suggestions on how to hide most of it

1. we add a new company to the standard companies for the COT some major Agro business
during the 80's large #'s of US farm went form private family hands to agro farming due to the farming market buble bust of the early 80's the project can easily hide large #'s of boltholes and supply caches on new acquired farm lands , this has the added security of not having the holes on property that project does not control directly. Also this allows for most of the placement of the holes to be covered by normal farming ground tear ups so most will not be noticed by both ground and overhead observation

2. the UPS /delivery company is a great idea for delivering supplies to a location for preplacement with most farms having large barns and other out buildings you could hide all of the boltholes gear before placement in them making logistics easier

for those who think that 160 to 200 or so farms per state is excessive RI alone has over 830 farms in the state but only needs 3 of them to hide the teams. This would be easy to hide in the noise of all the farms in the country.
This would also allow you to more easy implement thing like the Community in a box that has been talked about on this board both with the supply of food stocks and with the storage of said stocks

Love the idea of the question, although personally I find the scale quite large, but that's another post and no doubt a long one all together

Firstly I think the break down of teams needs to be looked at some, although I agree with 15% science and MARS I think that recon should be about 25% and 45% specialist and regional teams, remembering the project goal is reconstruction of the USA then we have to also assume that its more important to have a large amount of specialist teams like agriculture and engineering as well as strong and robust command and control. These more specialized teams would make sense to be frozen in larger bolt holes, maybe 12 man teams etc since their tasks require more bodies. This cuts down on a overall amount of bolt-holes.

Now hiding it..

Morrow Industries is vast and will be involved in building work all over the USA its subsidiaries will be decommissioning old mines, excavating water channels, installing seismic and weather monitoring stations, observatories, anything that involves lots of activity and digging in out of city areas. You could even include things like large retail parks on the edge of towns, specialty ones who are unlikely to be targeted.

In the MP game I am starting to run right now, the COT invests heavily in disaster relief both home and abroad and specializes in infrastructure rebuilding (best way to train someone to do something is to get them to do it firsthand). They have the Morrow Industries Disaster Relief Agency who throws huge amounts of people and supplies at these projects, they also slip in a few people to do security(MARS), evaluation(Recon) and development/prevention(Science) as well as aid with local agriculture and rebuilding of infrastructure(specialists) and all of them need to be co-ordinated and supplied.
This is a great source of ways to 'loose' people secretly, also a great need for admin, storage, warehousing, transport etc back home. No one is going to blink of they suddenly buy 20 heavy lift choppers etc.
The facilities themselves are great places for bolt holes as are the placing them outside of cities but close to transport hubs.

There is also the ease at hiding facilities along railway lines, there are large amounts of disused sidings and many area's that require industrial stripping to make them safe, chemical works, waste disposal area's, the list of places to put a bolt hole is endless, just limited by imagination. I mean in one module they put one in the leg of an oil rig!

I do think each regional area should have a larger store of personnel, regional command bases for example should have a couple of hundred, plus the same amount in frozen watch. That makes it easier since you need less sites, although you do need a few larger ones.

some of the elements can be disguised as construction companies and small mining operations(to explain the heavy equipment moving in and out)

science teams would need less cover when moving in as would the specialists in some cases. the recon and mars teams are the ones that would require significant concealment. though the two major hubs would be harder to conceal. most of the logistics can be hidden under layers of shell companies.

and since morrow did have several large corporate leaders in his pocket some of it can even be disguised under the banner of those companies.

just a few quick thoughts.
