Background: Walter Tyler Throckmorton III was born in Williamsburg, Virginia, as part of the FFVs (First Families of Virginia). His father was a 'quiet' economic advisor of JFK. His mother was a member of the diplomatic corps. Throckmorton graduated in 1971 from Deerfield Academy, in Deerfield, Massachusetts and when on to attend Yale University and Harvard Law School. Upon graduation from Harvard Law School Throckmorton served as a law clerk with the United States Court of Appeals for the District of Columbia Circuit. From 1977 to 1981 he served as a Special Assistant to the Secretary of the Treasury, during which time he helped oversee the then-troubled financial affairs of Chrysler. In 1981, he earned a Master of Public Policy degree from Harvard University's John F. Kennedy School of Government. Throckmorton was a general manager for Clifford Chance's US Office from 1982 to 1987. In 1987, Throckmorton joined Troutman Sanders as vice-president, head of its mergers and acquisitions advisory department. In 1993, Throckmorton returned to Washington DC to serve as the Deputy Secretary of the US Treasury. In aftermath of the US Nuclear attack Throckmorton was taken to the Mount Pony Federal Reserve Bank; a bunker use to house enough U.S. currency to replenish the cash supply east of the Mississippi River in the event of a catastrophic event; and assumed command of the facility.
