Default The Council For Tomorrow

The Council For Tomorrow: The Council For Tomorrow was the name of the group of powerful American industrialists, politicians and scientists who Bruce Edward Morrow would recruit to assist him in laying the framework in the reconstruction of the United States (and later the rest of the world) in the aftermath of a major world-wide disaster. When the Council for Tomorrow as originally organized that world altering calamity was a Nuclear war between the Soviet Union and the United States of America in the 1990s. But due to the proactive actions of the Council For Tomorrow behind the scenes that future was adverted with the dissolution of the Soviet Union in 1991. But unfortunately, Bruce Edward Morrow’s frequent forays into the future always showed that no matter what the Council For Tomorrow would alter, a great calamity would still befall the world and lead to the destruction of modern civilization sometime before the year 2012. Thus the Council for Tomorrow became dedicated to planning for the long-term preparation for the recovery of the United States and then later the rest of the world.

Howard R. Hughes Jr. (Hughes Aircraft): Howard Hughes was the first person whom Bruce Edward Morrow recruited, in fact it has been said that Mr. Morrow had somehow saved Howard Hughes life after the crash of one of the test flights of an experimental aircraft during the 1930s. Howard Hughes was possibly the most important person on the Council for Tomorrow, and was instrumental in getting the other eight men to attend the historic meeting with Bruce Morrow that would cement the creation of the foundation that the Morrow Project would be built upon. The Council for Tomorrow had originally used Hughes erratic behavior in the early years to mask their activities from government authorities. Hughes would be the first member of the Council for Tomorrow to allow him self to undergo cryogenic freeze in the early-1980s after he had faked his death in 1976.
Thomas J. Watson Jr. (CEO of IBM 1956-71): Thomas Watson Jr. was the CEO of IBM when he was approached to join the Council for Tomorrow, and he would use this position to provide advanced computer systems to the Morrow Project that would become the cornerstone of the MPNET that would be created by Bob Taylor. Later Thomas Watson Jr. would use his connections with IBM to continue providing advanced computer technologies until Morrow Industries was able to produce its own systems.

Igor Ivanovich Sikorsky (Sikorsky Aircraft):
William R. Hearst Jr. (Hearst Newspapers editor-in-chief): As the editor-in-chief of Hearst Newspapers, William Hearst Jr. provided the Council for Tomorrow with a great deal of assistance in keeping the Morrow Project out of the Media spotlight when ever a leak would get out dealing with the nature and existence of the Morrow Project.
Robert W. 'Bob' Taylor (ARPANET inventor): Bob Taylor would be instrumental in the development of MPNET, the computer communications network that would be used to allow interconnection of the MP Regional headquarter facilities. Later Bob Taylor would also provide the supervision of the creation of the top-secret Morrow Project Network that would be the basis of MORROWNET that would connect all of the Morrow Project assets, and he would become the moving force behind the Council for Tomorrow’s creation of the Morrow Project Communications Monitoring system that would be created in the 1990s to monitor and make a back-up of all of the data on the internet.
Nelson A. Rockefeller (Standard Oil): Nelson Rockefeller would later go on to become the Vice-President of the United States were he would oversee aspects of the United States top-secret Project <> (the Snake-Eaters) that had been developed to mirror the Morrow Project. Bruce Morrow, Howard Hughes and Nelson Rockefeller hoped that the Snake-Eaters would be able to have a dual role of not only keeping providing the Morrow Project with dedicated military assistance during the reconstruction, but to also help keep the Project honest. Nelson Rockefeller was instrumental in overriding Bruce Edward Morrow on the construction of the central command and control facility that would become known as Prime Base.


Later additions to the Council for Tomorrow: Over time, Bruce Edward Morrow and the rest of the members of the Council for Tomorrow would decide that 'New Blood' should be allowed to join the Council in an attempt to provide more resources and insights into successfully carrying out the Morrow Project.
Michael C. Rockefeller (Prime Base Director): Shortly after being recruited by the Morrow Project Michael Rockefeller would fake his death, and would move up through the ranks of Morrow Project administrators and directors to assume a position on the Council of Tomorrow in the 1980s because of his hands-on approach in management. It was also because of this that he would become the Director of the most important facility of the Morrow Project, Prime Base.
Willliam H. 'Bill' Gates III (MicroSoft founder): Bill Gates was recruited by Bruce Edward Morrow while he was attending college. Bill Gates would use the programming abilities of Microsoft to provide advanced operating systems that would run the Morrow Project computer systems.
Sergi Sikorsky (): Sergi Sikorsky had worked to further the goals of the Council For Tomorrow before he had replaced his father on the Council for Tomorrow after the elder Sikorsky’s death. Sergi was instrumental in the acquisition of a great deal of the Morrow Project air assets.

Dr. Elliot Krell, PhD./M.D. (Scientific Researcher and Inventor): Dr. Elliot Krell was the first new recruit whom was selected to join the Council for Tomorrow thanks to his ground breaking experiments in a wide variety of fields of bio-medical technology. Dr. Krell was a brilliant child prodigy whom had acquired a litany of academic degrees form some of the best institutes of higher learning in the world. Dr. Elliot Krell was the man whom was the most instrumental in making the breakthroughs that made the cryogenic freezing process viable that would allow Morrow Project personnel to sleep through the apocalypse that Bruce Edward Morrow had predicted would destroy the world. But unfortunately, Dr. Krell would later go on to betray Bruce Morrow, the Council for Tomorrow and the Morrow Project when he would attempt to set himself up as a warlord in the immediate aftermath of the holocaust.


Douglas MacArthur (retired US Army General of the Army): While GOA Douglas MacArthur was not a full member of the Council for Tomorrow, he knew all about the Morrow Project and its goals. He acted as a technical advisor to both the Council for Tomorrow and the Morrow Project during its crucial first two years until his death in 1964. GOA Douglas MacArthur wrote a great majority of the Morrow Projects earliest training and instruction manuals on how to go about the reconstruction of a country on a massive scale using his experiences overseeing the reconstruction of Japan during the years after the Second World War.

Richard M. Nixon: President Richard M. Nixon would put forth the top secret Project <> (the Snake-Eaters), that would be the US Military answer to leaked information of the Morrow Project. Few knew that Nixon actually knew of the existence of the Morrow Project, but was forced into taking some kind of action by leading members of the United States Congress whom feared a heavily armed paramilitary force inside the borders of the United States that was not directly under the control of the United States government. Later Nixon would destroy the tape recordings of the top secret meeting with Bruce Edward Morrow in the Oval Office. Richard M. Nixon would be the first US President who would learn the existence of the Morrow Project and the Council for Tomorrow, and in an attempt to protect that secret he would allow his political career to be destroyed.


Project Damocles: One of the intended goals of Damocles was to act as the fail-safe for activating Project <> (the Snake-Eaters) as well as act as the fail-safe for the SDI program.

Project <>: Project <> was the governmental code-name of the organization that formed and oversees the teams of Snake-Eaters whom were frozen and put in place all across the United States of America.




The Morrow Project engaged in two major upgrades of all of the Morrow Project facilities, teams and equipment. These upgrades added new equipment to existing Morrow Project teams, and during the second upgrade many of the sleepers were relocated due to a series of factors that were only known to Bruce E. Morrow and the Council for Tomorrow. During the 1980s the Morrow Project engineers had pioneered a new type of construction that allowed for the construction of modular Boltholes that actually allowed for Morrow Project team boltholes to be able to be constructed, buried and hidden in under a week’s time. The emplacement of field team boltholes was overseen by a committee that used a sophisticated computer program using data acquired from Bruce Edward Morrow on the locations of nuclear strikes against the United States of America.

The use of field team modular supply caches also allowed the Morrow Project to emplace large quantities of supplies and equipment at predetermined locations. These supply caches had advanced a long way form the original simple sealed concrete box filled with supplies that the Project planners had originally envisioned them being. The supply caches became much more, since Bruce Edward Morrow was able to convince the project directors that the supply caches needed to be reusable since most field teams would not be able to carry all of the needed supplies with them. So the supply caches were increased in size to accommodate the requirements that the average field team would need. The new modular supply cache became two to three stories in depth, and would have limited power that would be provided by a portable generator (that the field team would be able to remove if necessary) or by being plugged into an MPV Fusion power plant.

<> (1987-1989): During the late-1980s the initial upgrade of Morrow Project equipment with the introduction of cold fusion power technologies was undertaken. The use of modular construction of the project’s boltholes allowed for these upgrades to take place in an accelerated timetable.

<> (2003-2005): During the opening years of the 21st Century, the Morrow Project knew that the end was growing nearer, and that the recent technological breakthroughs would provide a great deal of resources that would be desperately needed for the reconstruction of the United States. Thus a second upgrade was undertaken by the Morrow Project, that saw additional equipment being added to established boltholes and supply caches.

Morrow Project Small Modular Bolthole:

Morrow Project Medium Modular Bolthole: The Morrow Project made extensive use of modular boltholes for its field teams. The medium modular boltholes are three-story subterranean facilities that contain everything that a field team would need to get started on their pre-assigned missions. The top level was devoted to the field team’s Spartan living quarters, while the second level was devoted to field team mission operations, and the third level was devoted to the boltholes machinery and support systems. The Council for Tomorrow felt that reusable boltholes would allow for better field team morale, and give them a rally point during times of crisis.
Life Level: The Life Level of the modular bolthole has been set aside to provide a comfortable, if Spartan, living arrangement for the Field Team. The project planners intended that the Spartan living quarters would only be meant for short term use, thus they made sure that the living quarters that would be provided by the bolthole would be as uninviting as possible.
Operations Level: The Operations Level of the modular bolthole is dedicated to the Field Team Mission Operations, and is the location of the team cyrotubes, mission operations center, the vehicle bay, and the vehicle repair facilities.
Support Level: The Support Level of the modular bolthole is dedicated to two large storerooms, and all of the various life support and cryogenic systems support machinery spaces that keep the bolthole in operation. The Support Level also is the location of the access to the geothermal power tap controls.

Morrow Project Large Modular Bolthole: The large modular bolthole had more facilities that could be classified as a small Morrow Project base, and was most often used by Morrow Project Science and other Specialist teams that would need a large amount of supplies, equipment or facilities to carry out its primary missions.

Operations Level: The Operations level has been enlarged to better accommodate the presence of larger Morrow Project vehicles.

Morrow Project Air assets: The majority of the Morrow Project aviation assets were centered and located at the regional headquarters level, with a few exceptions. The majority of the aircraft used by the project were produced by companies that had either been owned by Howard Hughes or had connections with Morrow Industries allowing for aircraft to be built but not show up on the company inventories.

These helicopter gunships were such a rare and important asset that the Council of Tomorrow had ordered that these helicopters to be placed at the three main regional control bases, and would only be deployed under the direct authorization of the Senior Regional Directors with the approval of Prime Base.


Morrow Project Fixed-Wing Cargo Air Assets: While the Council for Tomorrow was impressed with the capacity of the C-130 Hercules cargo aircraft they realized that these large cargo planes could not land on smaller less maintained civil airstrips that the Morrow Project would find itself having to utilize to resupply field teams and survivor communities. Thus the decision to purchase as many of the decommissioned surplus smaller cargo aircraft that wouldn’t raise any alarms.

I have not worked out personalities but this is what I have come up with regarding Primary Members and companies controlled. Most are from real life (but with their controling interests changes) A few are from fiction and I think one is totally made up. Remember in my game the COT has specific knowledge of the near future (about 7 years) and partial knowledge of distant future (which causes the project to be formed). This has allowed them to focus research on areas with quick returns and tailor their investments and development to maximize gains. Therefore each of these 10 men has unparalleled wealth and influence. The companies listed below represent a portion of their individual empires which have the greatest relation to the project.

I thought having Richard Nixon being part of the Council of Tomorrow was quite ingenious.

It is possible that Morrow had been to the future, seen a particular event unfold, came back and told Nixon about it shortly before it occurs; Nixon, seeing Morrow predict this event that now happens in front of him, then gives Morrow whatever he needs.

Has anyone considered the possibility that perhaps the nuclear war Morrow discovered in the future actually occured in the late 70s under Nixon's second term...and Morrow helped arrange the Watergate scandal to scuttle Nixon's presidency in order to change the future and stave off the war until 1989, thereby allowing him time to complete the Project?

Interesting to to see who is and who is not, on the Council of Tommorrow.

My original council had Michael Rockefeller as well (his disappearance has so many in-game possibilities), as well as his father as one of the "Money Men", though my final version of the Council dropped both men.

One of the major council members (IMO) would be Stephen D. Bechtel Sr. A major force int eh construciton of the Hoover Dam, Oakland Bay Bridge, Canol Pipeline and the Experimental Breedre Reactor seem to make Bechtel a natural choice for the CoT (I had Bechtel as the chief designer/builder of Prime Base).

My council, as used consists of:

Bruce Edwin Morrow (Founder/CEO of Morrow Industries)
Howard R. Hughes Jr. (CEO Hughes Aircraft/Hughes Tool Co.);
Stephen D. Bechtel Sr. (Engineer - CEO Bechtel Engineering);
Joseph L. Block (CEO US Steel);
Harry F. Guggenheim (ASARCO Mining/Smelting & Publishing);
James M. Roche (CEO General Motors, 1965-67);
Charles Francis Adams IV (CEO Raytheon);
Henry Ford 2nd (Chairman Ford Motor Co.);
Thomas J. Watson Jr (IBM CEO)

The one council member of my own creation is Kenneth Allard II (CEO Aladdin Technologies). Aladdin Technologies replaces 'United Technologies' on the 1965 Fortune 500 listing (#38).

For my own purposes, I've used Howard Hughes as an on-scene, in-game presence at Prime Base (having faked his death), who went on to survive 'The End' thanks to cryogenic technology The same goes for Kenneth Allard, is also a 'hands-on' council member, acting on behalf of his father Kevin (the CEO and Founder of AT). Kenneth Allard is also an interesting NPC to survive 'The End'.

Stephen Bechtel had a major role in designing and building Prime Base, while Guggenheim, Allard and Adams all assisted in the building and developing of the Project's resources.

Watson, Roche, Ford, and Block were part of the 'Money Men' in the early days, setting up the fronts and accounts to get the Project off the ground, then they handled 'laundering the money' that came in from later activities to keep the Project financed while staying off government radar.

The advantages of men such as Bechtel, Guggenheim and Hughes is that they are the heads of privately owned major companies, as opposed to publicly traded ones.

With Morrow, Hughes, and Kenneth Allard all running aorund Post-Ooops, there's enough CoT activity to keep the Playerrs on their toes.

In one of our games, Richard Nixon was "in the loop" with COT during 1969-72. Bruce saw something coming down the road with the President after Nixon, George McGovern. Nixon set up Watergate to both take McGovern out of the picture and draw attention away from TMP.

Notice that in his later life, Nixon was considered something of an "elder statesman". We figured that this was the LEAST Bruce Morrow could do to repay Nixon.

I actually prefer that the Council of Tomorrow is shadowy and nebulous. It gives me as a GM free reign and not hemmed in by canon what is and what is not in my gameworld for the Project.

That's fine, as I say it is my preference.

I try to keep things canon or my replies in canon simply because it gives us all the same point of reference.

If something is a total departure I try to be candid about that. I expect people to pick it apart, this keeps me from being a lazy writer.

I hate the excuse, "Because it is that way".......

Jack Northrup. Brilliant. I never would have thought of him, but isn't he essentially the same as having Howard Hughes on board? Hughes was brilliant but eccentric. Heck Northrup might have been a better choice than Hughes.

That is part of the fun of running Prime Base!! You can think about the storage areas and the labs as your own canvas. Put in what you want. Test drive the module with your additions. See if it helps/hurts your game. Make changes. Try again.

As written, Prime Base is HUGE. There are 12 levels of Life, Admin, and Support. You have the ability to add and/or delete to make Prime Base into YOUR version of Prime.
